A large plague began to spread. They, the pretenders of Europe want to contaminate the continent with their lazy and Fascist ideals. They want to wage war against the peacekeepers of the land, The ECA.
They pose themselves as saviours, but are really traitors of the continent. Their Ideals got rotten by the Americas. They want to colonize Europe. To protect them from their own Illness and at the end protect Europe from this illness France needs to take action.
The former war lead to France becoming more cautious about these American Conquistadores. The new war only proves this: To protect the people of Europe, a military is needed. France already took measures before to militarize its population, but now even heavier measures need to be taken.
Factories seemingly appear out of thin air, but really they are constructed at a fast pace. France needs to expand its weapon production even further although the current military standing isn't bad. But only the best standing will show the traitors not to mess with the Europeans.
Louis Napoleon adresses the whole war in a speech in Versailles:
