If a nation would like to join the Grand Federation without intention of permanently staying, that nation can join as a territory. Territories are guaranteed the same protections and benefits as States. However, territories may not participate in Government agencies, nor shall they participate in the  Congress of the Grand Federation. Instead, territories shall elect one representative who shall represent them in the Congress.
