Removal or Optimisation of Forum Cover Image

Seriously Alex, you do not need a 6.6mb (3000x1294) image of the Capitol building on the forums when you're not logged in. It is complete overkill and a good way to chase away anyone who has slower internet.

At home my internet usually downloads at 200-300 kbps (on a good day), which means it would take a good 35-40 seconds to download just that single image (with no regard for the other forum content). That's providing I'm doing nothing else to impact the speed (which I usually am, loading other webpages).

Please sort this out asap. Either remove it completely or resize it to no more than 1600 (width), at a bare minimum.

Yeah, or at least default it to IPS4 Dark.
