Popular Post Thalmor
Rather than automatically executing spies, a nation who is the target of a spy op who captures the perpetrating spies only does that- capture them. From there, the nation that has the imprisoned spies can do a few things. They any execute any of them, of course. They can ransom them to the nation they belong to for a set sum that the nation who has them imprisoned can set. Or, with the Propaganda Bureau and for $200,000, they can attempt to convert them to their nation's cause. However, this has a 40% of success, 50% of them dying from torture or suicide, or 10% of nothing happening. It would be the nation's best interest to get rid of the spies as soon as possible, though. Each day, each spy imprisoned costs $1,000 in upkeep in keeping them from escaping (these are elite agents, after all). Additionally, each turn, there's a 5% chance of one spy escaping and sabotaging an improvement on their way out to join back up with their nation's spy force (unless they're already at their max spy count).
WISD0MTREE
50% of them dying from torture or suicide Only 50%? What, are you sending them to the Ritz?
Thalmor
Only 50%? What, are you sending them to the Ritz? Damn spies, today. Back in my time, we had a fatality rate of over 90% and a success rate of ~3%- and that was on the good days!

Bambino
Good way to bolster your spy force if you've been hit and manage to capture people. I like it!
Viselli
I like it, if you have the intelligence agency project it could change the stats making it easier to convert spies or harder for them to escape.
Kastor
Good idea but Sheepy'll never implement it.
Aksel
I like this idea. Like said above, I would increase the upkeep cost $50,000 seems like a good start.
