War damage and military rebuild

The Oceanic Domain of ANZAC suffered widespread infra damage to many cities fighting two nations.

Both nations blockaded ANZAC but ANZAC had plenty of food and uranium to feed its citizens and power its cities.

Captain Good Vibes is reviewing the plans for the cities reconstruction whilst also overseeing the military's reconstruction. One planner has suggested to Captain Good Vibes to keep all cities below 2000 infra and not invite raids due to large infra.

Another advisor has suggested leaving the Baiwa Pact anti pollution nations and sacrificing recyling centres and subways as a step towards rebuilding the cities and then later once the economy is on a good footing committing to the Baiwa Pact agreement.
