The Emperor's Council of Domestic Affairs (CDA) announces the threat of a new Rebel Group

After the bombing of the library in Allure, the rebel gang known as ‘The Forty Thieves’ has gotten the emperor's attention. It consists of roughly 40k people as of now and continues to grow. A short interview was taken with one of the rebels and it right below:

Interviewer: What is the Forty Thieves and what is your goal?

4T member: 4T is a rebel group dedicated to overthrowing the emperor and his government. A modern French Revolution, if you will.

Interviewer: Can you give us a reason for aiming to overthrow the emperor?

4T member: There are many reasons. Pollution is a huge issue that isn't a problem where Tactical lives. He refuses to acknowledge are pollution issue and many die every day. He shouldn't be in total control of the government. He's the only emperor in the world, but he shouldn't be. The power should be in the people. The Quiet One aims to set up voting systems while they actually run it from behind the scenes and-

The interview stopped there as another bomb blew up the van. This leaves us with many questions, but the big one is: Who is The Quiet One?
