This is the flag of the Private Military Security Company of Iraq and Sham - This company works like the FBI and its funded by The King itself. The P.M.S.C.I.S usually patrols and keep citizens out of crimes but in rare cases, it can interfere with foreign nations. Sometimes they help get rid of terrorists and foreign spies out of other countries like North Qatar and The Arab Kingdom
