I, the Tsar, hereby use my royal prerogative to dissolve the legislative council and immediately declare the formation of a royal advisory body. This decisive action is both necessary and critical to the future stability and prosperity of our great nation.

On the Dissolution of the Legislative Council:

The erstwhile legislative body, while composed of elected and undoubtedly intelligent individuals, has regrettably fostered a chaotic atmosphere that spurred revolutionary sentiments amongst the populace. The energies and intentions that might have been directed towards the building and betterment of our society were instead channeled into destructive and divisive pursuits.

On the Necessary Actions Taken:

It is with a heavy heart that I recall the events outside the palace, where I was compelled to order measures to quell the unrest and revolutionary fervor that threatened to engulf our beloved country. The decision to intervene as we did, shooting and killing 357,000 protestors, was agonizing but dictated by an urgent need to restore order and prevent further disruption.

Formation of the Royal Advisory Council:

To usher in an era of renewed governance and to centralize authority for the more efficient administration of our realm, the formation of a new Royal Advisory Council is decreed. This body shall consist of lifetime members solely appointed by myself. These members will possess the authority only to advise and suggest, bearing no decision-making powers, ensuring that the governance remains streamlined and faithful to the vision of prosperity for our nation.

Members of the Royal Advisory Council:

Appointment and Tenure: Members are appointed for life, ensuring commitment and a long-term perspective on governance issues but can be dismissed at my discretion to maintain the highest standards of integrity and effectiveness.

Roles and Responsibilities: The council’s role is purely advisory. Members will contribute insights and suggestions, which I may consider when crafting policies and decrees.

Let this proclamation serve also as a stern warning against any inclination towards revolutionary activities or thoughts. The stability and continuity of our state are paramount, and disturbances will not be tolerated. The peace and prosperity of our nation must, and shall, prevail over chaos and dissent.
