Key take aways of the New Constitution

Some of the key take aways of the New Constitution as opposed to the 1930 Constitution.

With a New Prime Minister, comes a new Constitution to replace the Original 1930 Constitution enacted and signed by Her Majesty Queen Riza the Great, 94 years ago when the Country first transitioned to a Constitutional Monarchy with a Parliamentary Democratically elected Government. The reign of Queen Riza the Great, which lasted from 1917 to 1983 is said to be the Golden era from which Ceresia thrived and grew exponentially, and age marked with advances in science and medicine at a time following the Spanish Flu of 1918 that devastated the world and the young Kingdom. 

 

Regarding the Declaration of Rights, very little was changed from the original 1930 Constitution, with the only addition being to Article 7 which states:

"Slavery shall, under no circumstances whatever, be tolerated in the Kingdom of Ceresia or Territories thereof: whenever a slave shall enter Ceresian territory they shall be free; no person who imports a slave, or slaves, into the King's dominions shall ever enjoy any civil or political rights in this realm; but involuntary servitude for the punishment of crime is allowable according to law. Any vessel, whether sea, air, or land oriented, individual, or business that is actively engaged in the enslavement and trade of human lives, is subject to the forfeiture of all commercial cargo and assets within the territories of His Majesty's realm. All enslaved persons thereof shall be freed."

 

The only change here being the inclusion of the final segment of the article.

 

 "Any vessel, whether sea, air, or land oriented, individual, or business that is actively engaged in the enslavement and trade of human lives, is subject to the forfeiture of all commercial cargo and assets within the territories of His Majesty's realm. All enslaved persons thereof shall be freed."

The reason for this addition to the original Article 7, was in response to an increase in concern of human trafficking growing on a global scale because of all of the wars and conflicts that have been occurring where we have seen not just a surge in human trafficking, but narcotics and other illegal activities. It's long been against the belief of the Church of Amatera that Slavery and ownership of any sentient being is an abomination which is why it is one of the few articles of Ceresian law that remain of the pre-constitution era, despite being originally being entirely based on the religious views of the Amateran Faith.
 

With this addition to Article 7. It's not only guaranteeing that justice will be carried out on human traffickers operating within the country, but also serve as a warning and a deterrent to all potential traffickers that traverse through our territorial waters and travel through our ports, especially as Ceresia has been expanding to become one of the major ports in the Northern Pacific region between Asia and North America. 

 

The expansion of Article 7. is an important on for the New Constitution, but the elephant in the room is the reformation of the Legislative branch. In the old constitution and system, Ceresia's parliament operated under a 3 house system. The House of Nobles, The Senate, and the House of Representatives. What this new constitution does, is it has essentially made Parliament more based off of the Westminister style, Eliminating combining the Senate and the House of Representatives into one body. In 1930, Constitutional democratic government in Ceresia was new and untested after being under the direct authority of the Sovereign, so the addition of the 3rd body was to act as a kind of checks and balance to avoid an inexperienced body of freshly elected statesmen passing rash legislation. 

 

The system worked and has worked for 94 years, but in more recent years since Ceresia has grown to be a regional power, We've seen it be where the old system was used as a means to hamper and slow legislation and otherwise stalling government for various means of Political goals and agendas. It's hopeful that with the new system, the situation will be much more efficient.
