Glorious Premier Tiberius Asserts Rimskayan Autonomy by Ending Costaragua Joint-Occupation with the Japanese Isles

The long-divided Costaragua has been reunited under the guidance and leadership of the Glorious Premier as a move to assert Rimskayan national autonomy and regional control.

The Costaraguan Socialist Republic has spent the past few decades divided. The southern half, that of the former Costa Rica, was owned and govered entirely by Rimskaya. However, the northern and larger half, that of the former Nicaragua, was claimed by the Japanese Isles.

As a means of avoiding confrontation, the Commissar Maximus had agreed with the Japanese Isles to a joint-ownership of the territory. Practically speaking, Rimskaya would have more influence and direct control, however, if the Japanese Isles were to demand something in regards to it, the Rimskayan Government would be forced to step aside.

This policy was maintained all throughout the Commissar Augustus' rule. Costaragua stood as, by all means, a stain on Rimskayan territorial integrity, and a humiliation of our regional dominance. To the international world, this joint-occupation stood as a sign that Rimskaya could not defend her claims to territories within her sphere of influence, even from a state on the other side of the world.

The Glorious Premier saw this, and was greatly angered by the implications of this situation. The Premier has made it his mission that all Rimskayan lands are securely within the control of Rimskaya. He defines this using the G.B.D. Doctrine:

• Govern: The territory can be directly governed by Rimskaya and Rimskaya alone.
• Build: The territory can be developed by Rimskaya and Rimskaya alone.
• Defend: The territory is in the operational zone of the Revolutionary People's Army.

Seeing as this status clearly violated at least the first two of these points, The Glorious Premier did not hesitate to act. He called his Commissariat for Foreign Relations, and the Commissar (Provincinal equivalent to "Governor") of Costaragua to discuss how this could be amended.

After many hours of deliberation, the conclusion was reached that would most benefit Rimskaya, and resolve the issue of territorial control.

Rimskaya shall, as of today, September 29th, 2098, be unilaterally revoking its agreement to the joint-occupation. Costaragua has been legally redefined as "A singular, purely Rimskayan entity, that for all intents and purposes should be controlled from Novogo Rima without any Japanese or other foreign influence."

As a result of this, the Glorious Premier and Commissar of Costaragua have issued a joint-declaration to any Japanese soldiers and officials who may be in the territory, that they have exactly 90 days to remove themselves (December 28th, 2098), or they may face incarceration and trial under Rimskayan law. The Revolutionary People's Army, having completed the acquisitions of the new northern territories, have been placed on standby around Central America, should the Japanese Isles respond with hostile force.
