The Jiutian Proposal

Past every one of the Four Seas, death and destruction haunts the land. As tensions rose and missiles were fired from the north, east, and west elsewhere, a minor official developed an expansive though costly plan to make China able to withstand thousands of nuclear detonations.

The Jiutian (救天), literally meaning "Save Heaven," Plan as it is dubbed involves constructing bunkers on a scale large enough to have the capacity to house the entire population and construct an advanced early warning system. To save on costs and to keep construction fast, bunkers would be constructed using prefabricated parts, made by using 3D printing, to be assembled at the bunker's location in addition to modular construction. The advanced early warning system would be used to notify both civilians and the military in advance. This would allow civilians to flee to bunkers and allow Aircraft to be flown away and ships sent with haste. Aircraft that successfully flee could land on the nearest aircraft carrier.

To prevent nuclear ballistic missiles from causing immense permanent damage, nuclear power plants would be moved underground to a depth of 150m and able to be shut down at a moment's notice. In military bunkers, there would be three dimensional printing capabilities to be able to manufacture artillery pieces, tank turrets, artillery barrels, mortars, rocket-propelled grenade launchers, MANPADs, etc.

The proposal fits nicely with ongoing projects. The ongoing construction of nuclear fusion power plants across the nation is not yet halfway finished, so the change and delay would not be too disruptive. The military is ongoing a modernisation of its equipment, armaments, aircraft, and naval vessels. The current aircraft carrier being constructed is to be built with a nuclear fusion engine, and as the fuel is simply heavy hydrogen atoms which can be found in seawater, even if aircraft ran out of fuel they would not be completely lost.

The Jiutian Plan was approved by the president and allocated a budget of $300 billion and a date of completion placed at 2105. As the plan involves using 3D printing on a large-scale, the president has also authorised investment in 3D printing. As states invest in emerging technology, the Republic of China has placed its bets, a $30 billion bet, on tactical 3D printing to be able to manufacture all manner of things outside of a factory. It is the hope of the state that it will be achieved by 2103. Across the nation, the many displaced labourers and members of the Xinnuli system have begun realising the plan across the nation.

The Northern Theater Armies marched, first into Harbin past the Songhua River, past the Ussuri into Primorsky Krai, and past the Amur into Khabarovsk. The soldiers seized the land in a lightning-swift campaign to recapture Manchuria from the People's Most Sublime Domain of New Zukesa.

In Heilongjiang, the locals of the Han region invited the Republic of China army into the area. When tens of thousands of Chinese troops entered the region, New Zukesan garrisons who had only recently occupied the area were more than willing to surrender in exchange for bribes and assurances of safety. Like in most areas where this strategy was used, the region was rapidly taken with minimal or even no casualties in certain areas. Unlike in other areas, the promises of safety for the New Zukesan soldiers were actually realised. No Zukesan who surrendered himself died.

As they passed through the region, Chinese troops found the Korean terrorist rebels who had fled to the region after supporting the failed Kingdom of Balhae movement. These traitors met the barrels of the guns of their Chinese brethren, of whom many were ethnic Chaoxian. These men and woman who had committed high treason were sent in chains to the capital, where they, nearly 5000 in number, were made to suffer Lingchi as onlookers cheered. After two days, their heads were then separated and placed along the walls of the Forbidden City, where the President resides, for all to see.

Past the Amur and Ussuri rivers, the National Protection Army relied more on deception rather than popular support, which is lacking in comparison to in Heilongjiang. Vladivostok and its surrounding area were captured in a ruse. Surrendered Zukesan soldiers and officers were used to produce falsified orders from the Zukesan high command that they would be receiving reinforcements soon due to an invasion from the Korean peninsula. Chinese troops entered the area in Zukesan uniforms from Heilongjiang, with surrendered Zukesan troops from Heilongjiang in the vanguard to mask the true identity of the advancing armies.

Chinese troops entered Vladivostok and rapidly took control of the city in surprise while surrendered Zukesan troops from the vanguard met with Zukesan military command in the area and at gunpoint, forced them to make orders to all Zukesan armies across Primorsky Krai to reinforce the city. The next few days were spent preparing defences and preparing for an ambush. Days later, Zukesan reinforcements arrived in the city as instructed and were then ambushed in the middle of arriving by Chinese troops and surrendered Zukesan men. A victory was achieved by the National Protection Army.

The rest of the Zukesan troops in Manchuria surrendered without a fight after tough negotiations between the Republic of China and Zukesan forces in the region in which military officers of the New Zukesan military were offered an increased pension, a promise of safety for them and their families, and the right of the Zukesan people to administer the region as an autonomous region.

The region encompassing Primorsky Krai and the land to its north and to the south of the Amur River has been incorporated into the new Chinese province of Linnan, literally meaning "South of the Forest." The region has not been granted the right to autonomy as was promised, however dissent caused by this decision was swiftly crushed by the National Protection Army who had by then established full control of the region.

Zukesan soldiers have also been incorporated into the National Protection Army, with special privileges having been granted to officers, military engineers, and pilots in the Zukesan airforce. Zukesan classified documents regarding all manner of things have been seized. A few hundred Zukesan planes were also found. These were then disassembled to reverse-engineer. This, and also the usage of Zukesan classified military blueprints and interrogation and torture of Zukesan troops, has given the Republic of China the ability to construct planes and helicopters to the caliber of original Zukesan aircraft.
