What a calm evening.

The sky is a dim crimson, though it's not from the sunlight. It's from the nuclear chaos going on about the world.

Fortunatley, Rimskaya has evaded it all. Fortunately, we did not want anything to do with it.

Then.

Our country is committed to remaining unarmed with nuclear weapons... and it is good for PR and politics that it remains that way.

But politics is only half the game.

War is the other.

So, is it really beneficial for us to not have even the means to create nuclear weapons? We certainly can make them... And under the new Democratic Juche, it would make more sense. Perhaps it would do to convince the Congress to change their minds...

But how to convince the people? After decades of revolutionary progress, they will never accept this... so... I suppose it must be done in secret. Again, Democratic Juche will come in handy.

It sure is a good thing I came up with all of this. What would the Party--- the country have done without me? Good thing I survived that day in Narodagorod. Too bad my father could not escape my revenge the same...

(A knocking comes from the doorway)

Excuse me, Comrade Tiberius... the Party awaits your presence at the emergency session you called. As you asked, scheduled at 2:30am... but why at such a time that the people cannot watch?

Sometimes the people need some surprises. They remain the true masters of the state, I assure you, comrade. Now, let us hurry to the Congress. I have got some new ideas.

Right away indeed, Premier Democraticus.
