Destroying the Warlords:

Armies gathered from every province, from the jungles of Guangxi, the floodplains of the Yellow River in Henan, the steppe of Inner Mongolia, the deserts of Ningxia, and the mountains of Heilongjiang, to prevent another century of humiliation. Men gathered in the former imperial capital to form a council and decide what to do after the collapse of the Qing Empire.

Matters were settled quick, decentralisation would be the fate. Warlords would keep their private armies and be given official posts as military-governors and a republic would be formed with its capital in Beijing. Naturally, men celebrated. As the Tang Clique, the oldest, largest, and most powerful of the warlord cliques was the first one who's army arrived in the capital and who called for the Third United Front, its men guarded the Forbidden City where they had met, and its men served drinks.

Unbeknownst to the warlords, they were being served wood alcohol to become rapidly inebriated. Suddenly, men came and gunshots were fired. The Generalissimo Li Shimin had his men murder his competitors before they could gain personal loyalty to them from having armies for an extended period of time. No. There would be no warlord era. The armies of the warlords had agreed beforehand to defect to the Tang Clique with the promise of raises and vowing to not demote them from their ranks in their factional armies.

In order to prevent these armies from doing something similar to the Tang Clique, ideology is necessary. It was the KMT and CCP that had chances of prevailing in China in the Warlord Era and Chinese Civil War. Without ideology, the men have no morals and switch sides for petty reasons. Mysterious deaths of higher up warlord officers who had defected to the Tang Clique began to occur.

These many armies have been reorganised by unit to unit to create different armies 100,000 strong each with small units each from different provinces, classes, loyalties, and sent to provinces none were familiar with for their professional training. Training is moslty political indoctrination. Tang Clique armies have been deployed in the south to get through the southland in a goodwill mission of sorts, handing out gifts and letting the people of the south be tax exempt for the year as they went through, headed to the recently reclaimed Macau.

Training

The Emperor:

The former Qing emperor, Hou Rong, was found in Jing county, Hebei, trying to flee to Victorian Shandong. He was lambasted taken to Beijing for trial. In a sham trial, he was defamed and insulted and openly mocked. His 'restoration' of the Qing Dynasty was declared by Tang courts to be illegitimate as he was Han Chinese and his surname was Hou, while the ruling family of the Qing Dynasty had the surname Aisin-Gioro, a family for which there was no evidence of him being a part of.

He was convicted of terrorism, murder, racketeering, and high treason, and sentenced to death by public hanging. He was paraded through the streets of Beijing and crowds chased after him and beat him mercilessly. So much so that Tang troops were unable to prevent it, many of whom also participated in the beating, that led to Hou Rong passing right then and there from the beating. It lasted for two hours before folks realised he had died. The crowd then took the corpse and set it on fire in the streets. The fire lasted days from Hou Rong's obesity fats.

Reforms:

The economic model of the Tang Clique has failed. When it was confined to the north-west, there was a proportionally larger labour pool that could be put in Laogai camps and exploited. But this can not last. In order to do develop, the Tang Clique has instituted numerous economic reforms:

The Tang Clique has gotten many farmers to switch from subsistence farming to growing poppies which can then be turned into opium by the Laogai convict labourer force and then smuggled into the developed world. The Tang Clique has opened up the land and having already lifted all tariffs, it will now lift all protectionist policies and allow a free market. Building infrastructure will be the priority of the Tang Clique. A new government project restoring the Three Gorges Dam and countless other dams in China has been launched in order to deal with rampant unemployment.

Schools, hospitals, all essential services, and factories are beginning construction all across the country. Rapid development and mass spending, frivolous some say, will be done to create more jobs. The Tang Clique aims to use its relatively large population and cheap labour to develop the nation. Labour regulations have been loosened and sweatshops mostly in the textile industry are spreading across the nation. The Tang Clique is also using more unconventional methods to deal with unemployment. The state is opening up state-run scam centres and servers for online casinos. Citizens will also have to exchange their old Qing Wen for Tang Yuan at a conversion rate of Qing Wen being worth 40.51 Tang Yuan.

In order to reduce crime and the rise of organised crime, the Tang Clique will be essentially marching on in with armies and fire on them. Arrest them, torture them, you name it, it's being instituted. The military will also enforce anti-drug policies of mass arrests, mass rehabilitation, and government jobs after recovery, confirmed with strict requirements and frequent checks to ensure soberness.

Literacy is already near 100%, but education remains a fickle point of the Chinese nation. In order to better the education of the people, a new test system is being introduced. Or rather, the old PRC system of the Gaokao, literally meaning 'high exam.' It is called the same, operates the same, it is the same system.

Now that the Tang Clique is a more stable and has a coast, it will begin developing a blue-water navy. Construction and development of frigates, destroyers, submarines, battleships, and cruisers has begun. As mentioned before, the warlord armies made up of former Qing armies is being incorporated and indoctrinated into the Tang Clique military. However these are mostly infantry and will require a long duration of time for intense training. I will update my military info bulletin soon.
