1. Marriage is a union legally recognized by the Family Affairs Agency (FA2) between two people, namely a man and a woman as partners in a personal relationship.
2. Adulthood is a state or condition when a person has reached full physical and intellectual maturity, usually the person has already entered the working world.

This regulation affects the people below: 

1. People who are in marriage 
2. People above the age of thirty (30) 
3. People who had entered adulthood and had a stable income
4. People who are sane in the minds

Citizens who have fulfilled all the conditions or at least two of the conditions are required to have children, no later than two years from the warning letter sent to each citizen's household by the Family Affairs Agency (FA2). If the advice is not obeyed, government agents will come to the citizen's household to carry out further checks and actions. This regulation has a minimum of one child in every marriage, and taking an orphan is not allowed.

Failure to comply will result in:

1. Forceful FamPla (two individuals will be brought together by FA2 to start a family) by the government
2. life imprisonment
3. Death
