Article 2536B2 Has been passed ,this article has amended the qing Constitution, with this article the prime minister has legal authority to implement a state of emergency with the approval of the emperor.Another article that was amended was article 124A1The amendment allows Qing troops and Police forces to Detain suspects or suspicious people with no warrant of arrest or proof during state of emergencies.

Amongst the reforms done to the armed forces it was decided that the Qing national Guard will be the army wing called upon  during state emergencies hence it has been decided that another 100 Thousand men will be conscripted in this force.This force is to be armed mainly to protect and quell civilian unrest but also help the armed forces in an event of the country being invaded.

The third amendment that has been made is the doctrine of purchasing weapons,as of now the Qing Military shall increase the amount of locally made weapons to 65% of all Equipment.Hence the government has decided to  fund The Chinese Military companies in their designs of new weapons
