The Fact God and a team of advisors had been working for days straight and they could finally rest several major developments were hammered out
First off a new District map system was set up that is attached to the bottom of this document. With one special capital district and 5 Administrative districts, it was seen as the first major step to making the region they now controlled more manageable.
The next order of business decided on a new path for how migration was to work to the new country. It was decided that migrants could settle in Special Districts Four and Two until granted citizenship in which case they were allowed to move as they liked. The hope was to also in this time to begin the expansion of the Capital to help it expand. Much of the single-story buildings were to be left alone but the Slums were to be converted into large skyscrapers to increase the efficiency of land use in the city. The hope was to be able to make the N'Djamena area over the next few years a sprawling city with over 20 million inhabitants as the country's birthrates were quickly rising along with the hope of new citizen migrants moving to the city.
The City itself was to be built up as a mostly residential area with Special District 5 being converted into the most heavily industrialized part of the country. It was expected that its main purpose was to produce military equipment and other materials for building a number of large megaprojects to protect Chad.
The next order of business was the setting up of key government ministries. The first governmental ministry set up was the Ministry of Education. Along with mandatory High School Education. College was free if you got one of the approved number of degrees for Example Engineering, Computer Science, Math, Economics, Foreign Policy, Law, and Domestic Policy. There were also many Trade Schools to be set up to not have too many college-educated individuals with no opportunities to get jobs within their field.
Internal Security Division. The ISD is a semi-secretive organization that runs the public National Security apparatus of the State of Chad. It uses heavy amounts of surveillance technology and a series of Federal Prisons
The Nation Police Force The NPF is responsible for the More day-to-day crime elements in Chad and runs the normal police and the lower security prison System. They are not as heavily trained as the ISD but are far more numerous
The Court System in Chad is modeled off the American court System and is a fair system with the exception of certain ISD arrests where "alleged" sham trials run.
