Coranius mugged by a parrot; thieving bird flies away with nuclear launch codes

The Balzonian government has made a controversial move to ban large public gatherings of over 1k people from various groups including furries, animal rights activists and extreme feminists. 

This is due to complaints from people living in the nation, as these protesters have injured and even killed many innocent citizens.  This led to the government listening to the people and banning these gatherings to protect their people.  This is a controversial decision and has sparked much debate, the Balzonian government has claimed 'we will stand our ground.' and will not crumble and end these regulations.  What will happen next?
