The Special Committee appointed by Royal prerogative of the King with the Speaker of the House have determined that the events aboard the Noordam and the subsequent mutation of the SVS-92 Virus were not coincidental and that the trail has led to the Ministry of Defense and the Department of Infectious Disease Control.

The Committee, formed of 3 members of the House of Lords(1 Conservative, 1 Labour, and 1 Bishop), 3 members of Parliament(1 Conservative, 1 Communist, 1 Libertarian),  presided by 1 Chief Justice of the Supreme Court, with the help of a special Joint Task Force of Investigators selected from the Royal Ceresian Police Force's Criminal Investigative Division, Ministry of Justice's Bureau of Investigations, and Ministry of Health and Welfare's Department of Infectious Disease Control. Below is just a brief review of the Committee's lengthy report.

The Investigation began with interviewing survivors of the Noordam, some of whom were in quarantine, some infected. In almost all accounts, the picture that was painted by the survivors was that the infected individuals with the Mutated strain had broken out of their restraints and rapidly began spreading the mutated strain to other patients in quarantine for the normal strain and thus caused the chaotic sequence of events. 


Accounts from surviving members of the Noordam's Medical staff have accounted that an unknown team of Doctors bearing DIDC and MoD Credentials surrounded with Men in Black uniforms, tactical gear, and automatic weapons, had boarded the ship in the beginning of the quarantine and quickly sealed off the Engine room and the ship's water supply room. After which there was a sudden explosion in SVS-92 Cases aboard the Noordam. This occurred just as the DIDC's quarantine team had begun to arrive and set up quarantine zones with in the ship, and not too long after that Dr. Jerome Jiminez had discovered the Mutated strain.

It was not long after that more people began to get infected, including members of the DIDC's staff and Military personnel, at first it was with the original SVS-92 strain but as the infected were quarantined in the Ballroom, there was an increase in the mutated strain SVS-93. 

Surviving crewmembers reported that Captain Friedrich Koopman, Captain of the Noordam, who died in the sinking of the ship, had rallied his crew in the Chaos as the Royal Marine's abandoned their post on orders to assist in containing the sudden outbreak of violence in the Ship's ballroom. Captain Koopman and his crew barricaded themselves on the bridge and prepared to make a run, but allegedly not for land as was previously believed, but further out to sea for reasons unknown, but it is suspected that the Captain may have been acting responsibly to prevent the spread of the strain.

Also discovered during the examination the salvaged wreckage of the Noordam, the Investigative team can confirm that there was a secondary explosion within the hull just below the waterline and that the HMS Ka'iulani's missile strike could not have caused them, while the missile strike would have certainly caused the ship to take on water and eventually sink, there would have been enough time to prevent The Noordam from sinking.

As of yet the Committee has not been able to determine a definite identity of the "vanguard" team of doctors and men in black fatigues, but witness testimony seem to confirm that these men were operating under legitimate credentials, and as such an investigation into the alleged agencies involved will be launched.
