Official Constitution (8th Amendment) of the Sultanate

The Constitution of the Qaziyah Sultanate 
 

 بِسْمِ ٱللّٰهِ ٱلرَّحْمٰنِ ٱلرَّحِيم 
 
We, the people of the Qaziyah Sultanate, guided by the principles of Islam and our commitment to justice, unity, and progress, establish this Constitution to safeguard our rights, promote our values, and govern our nation. Recognizing the importance of upholding the dignity and welfare of every individual, we pledge to create a just and inclusive society that upholds the teachings of Islam and ensures the well-being of all its citizens. 

Article 1: The Islamic Identity of Qaziyah  

The Qaziyah Sultanate is an Islamic sultanate, wherein the principles and teachings of Islam serve as the foundation of our governance, legislation, and social order. 

The official religion of the Qaziyah Sultanate is Islam, and the state shall respect and protect the freedom of religious practice for all individuals within the framework of Islamic law. 

Article 2: Fundamental Rights and Freedoms  

All individuals within the Qaziyah Sultanate shall enjoy fundamental rights and freedoms, including but not limited to freedom of expression, religion, thought, conscience, assembly, and association, in accordance with the principles of Islam. 

These rights and freedoms shall be exercised within the limits prescribed by Islamic law, ensuring the harmony and well-being of society. 

Article 3: System of Governance  

The Qaziyah Sultanate shall be governed by an Islamic sultanate system, where the leader shall be known as the Sultan, appointed in accordance with Islamic principles. 

The Sultan shall have supreme authority over all matters pertaining to internal and external affairs, including but not limited to defense, security, foreign policy, finance, and administration. 

The Sultan shall have direct control over the military and appoint its commanders. 

Article 4: Institutions of Governance  

The institutions of governance in Qaziyah shall include the Majlis al-Shura (Consultative Council), which shall be responsible for advising the Sultan on matters of legislation, policy, and public affairs. 

The Majlis al-Shura shall consist of representatives from various segments of society, including but not limited to religious scholars, tribal leaders, professionals, academics, and civil society activists. 

The judiciary shall operate independently, upholding the rule of law and administering justice based on Islamic principles. 

Article 5: Socio-Economic Development 

The state shall implement zakat as a mandatory charity that all Muslims must pay to the poor and needy, in accordance with Islamic law. The state shall collect and distribute zakat to various categories of beneficiaries, ensuring transparency and accountability. 

 

The state shall provide free and compulsory education for all children up to the age of 16 and ensure equal access to quality education for all citizens regardless of their gender, ethnicity, or background.  

 
Article 6: Foreign Policy  

 

The Qaziyah Sultanate will respect sovereignty territorial integrity other nations refrain from interfering their internal affairs unless there is clear violation human rights Islamic law. 

 

The Qaziyah Sultanate will actively engage diplomatic efforts utilizing jihad as righteous struggle encourage neighboring nations uphold Islamic principles foster cooperation. 

Article 7: Federal Structure  

The Qaziyah Sultanate is composed of five states: Chechnya, Azara, Areman, Shomal and Kardeniz. 

Each state shall have its own governor who shall be appointed by the Sultan from among the candidates nominated by the state’s Majlis al-Shura. 

Each state shall contribute to the federal budget and receive its share of the federal revenues according to a formula agreed upon by the Sultan and the state governors. 

Article 8: Amendment of the Constitution  

This Constitution may be amended by the agreement of the Sultan and the Majlis al-Shura subject to the adherence of Islamic principles and the well-being of the nation. 

Any proposed amendment to the Constitution must be consistent with the fundamental rights and values enshrined within this document. 

Conclusion  
This Constitution with its commitment to Islamic justice and progress establishes the framework for the governance of the Qaziyah Sultanate. It aims to create a society where individuals’ rights and freedoms are protected where justice prevails and where the principles of Islam guide the nation towards prosperity unity and peace. It also aims to accommodate the diversity and aspirations of the different states that constitute Qaziyah while maintaining their loyalty and allegiance to the Sultan and the federal government.
