Dear Comrades,

We are now into the 2090s. As strange as it may seem, the 22nd Century is now standing before us, another hundred years of the future to advance.

Before I address my plans for the coming decade, I'm quite certain you wish for an update on the State of Emergency. We have discovered that flamethrowers are an effective weapons against the encroaching fog on a small scale, but also greatly agitate it, and its speed has increased. Our estimates have it reaching the coast of the Floridian Peninsula within the coming days; to prevent this, we are working on attaching flamethrowers to the air force, and conducting a mass aerial attack to drive back the invaders.

The Revolutionary Peoples' Army has fortified every island and coast, and will not give an inch of ground without a fight.

 

Moving on now. As I had been given and promised, my term as Commissar will last until the turn of the century, upon which we will have another election, and repeating ones every 10 years. As such, under the assumption that the southern threat is defeated, I would like to outline my plans for Rimskaya in the coming decade to close out the 21st Century.

 

We will start by expanding: The R.P.A., at the earliest convenience, will resume our acquisition of Mexico and the Southern ex-USA. Those will remain our solid borders, and will, unless with reason of threat, never be expanded further north.

Our domestic production I have concluded is in need of a desperate overhaul. As an Internationalist state, we firmly deny that Rimskaya has the resources to maintain herself all alone. But without the ability, or desire, to expand to multiple continents for fear of angering the international community, we have to make do with foreign trade, as scuffed as it may become, for the foreseeable future.

Rimskaya on the international stage has been on the back-burner for a while now. We have retracted from foreign affairs and war, to focus on our own problems and care for the state, as well as the southern threat. Our position in The Red Bloc has been questioned multiple times, by ourselves and other members, and in sheer honesty, we haven't much a clue what they're doing or how they work.

Our position in Aequitas is still firm, and I am personally satisfied with the level of growth it has achieved compared to how it started. The Luna Administration has done well to protect the alliance, garner foreign support, and keep Aequitas out of deadly conflicts. Rimskaya has considered returning to the political sphere, but for now shall stand back and watch further.

The state of our cities is rather dismal, to be thoroughly honest. The pollution levels have kept their record lows, but development is stagnant due to the prices demanded, that we cannot alter further at the moment because of the even higher upfront cost. Who exactly we are paying to build these National Projects and infrastructure remains unknown. Our scientists are still working on figuring out where the money disappears to.

 

As far as I'm concerned, Rimskaya will survive the threats she faces, as well as the 2090s. We have now stood on from the Winter Solstice Revolution for nearly 80 years. Our state has grown to inconceivable size. We have defied odds of invasion, plague, destruction, and withstood the damages of time.

To the future we shall further advance, into the coming century, and the hundreds more beyond it.

Hmm, I might have to keep an eye on NRI after all. I wouldn't want the Americas to get too powerful
