Government Structure

Johore is a constitutional monarchy country where the Sultan serves as the head of the nation, while the Prime Minister is the head of the government. The Prime Minister requires the agreement of the cabinet for administration, although they have some autonomy in certain cases. The Sultan also has autonomous powers, especially in Islamic-related administration, without interference from the cabinet. The cabinet hierarchy in Johore is led by the Sultan, followed by the Prime Minister and 16 other heads of state.

Election

Elections are held every six months in Johore. These party-free elections aim to avoid conflicts arising from different ideologies between political parties. The first election selects the heads of the 16 states in Johore, while the second election determines the Prime Minister from among the 16 state heads if their discussions do not lead to a decision. After the elections, each state head appoints up to five individuals to become district heads. The number of district heads chosen each year affects the seat allocation in the parliament, called Majlis Syura, which ranges from 33 to 97 members, including the Sultan who leads the parliamentary discussions.

Parliament

In this fictional scenario, the parliament in Johore requires a two-thirds majority vote to pass any issue. If a vote fails to reach the required majority, the parliament engages in discussions to find a win-win solution for all members and holds another vote. If the second and third votes also fail to reach the two-thirds majority, the Sultan ends the parliamentary session for the day. Unresolved issues are then personally discussed among the 16 ministers, who are also the heads of the 16 states, along with the Sultan. During this discussion, the issue is prohibited from being brought up in the parliamentary session until the result of the ministers' and Sultan's deliberations is released, which determines whether the issue will be passed or vetoed.
