without further a due, here is the tier list:

Flags are ordered by rating, so the UKM flag may be very close to Mid Tier, or the Meg flag is very close to Mid Tier despite being in High Mid Tier, meanwhile Deckerton flag may be very close to the High Tier.

Alternatively, the Nukeya flag is seen as better than that of Communist Britain.

Disclaimer: While I may suggest a criteria in the explanations, I also did it just purely off of what it looked like, how I felt, so its subjective.

Some of the tiers are self explanatory, but I want to give more depth to SOME of the decisions.

#1 Starting from the highest tier, we have the Hunton Flag. I think this flag is the best because 1. its an original design, 2. its very simple, only three colors and the star give it enough symbolism with little complexity.

#2 Igua-sul is the same, except the stars felt unnecessarily located at the top and lacked the flashiness of the Hunton flag. 

#4 In the High Tier we have the Icenia flag, its very symbolistic and very strong, it honestly could've been the best but I felt like it lacked visual appeal and flashiness, with a different scheme but the same symbol it could've been better.

#3 The Cascadian flag ranks higher but suffers for the same reason, but still has a very nice color scheme. I feel like the tree makes the flag much better but simultaneously could be improved on, its very rough and could look better compared to the flag. The green star adds extra symbolism. This flag would win by a mile for symbolism, but suffers in design. Still very good!

#11 Moving on to the Puntan flag, it has meaningful symbolism, but the design could be executed better. The symbols are quite small, I feel like if made bigger and possibly flipped (though maybe not) it would look better. Again, still very good!

#12 In the High Mid Tier we have the Scottish Flag (Deckerton) It's original with the added seal, with good symbolism and a nice design. Its solid with the seal design that isn't too complicated. Solid.

#14 At Number 14, the Zukesan flag is extremely recognizable, but is overly complicated with seemingly unnecessary parts of the design. It references the nation's aerial history more than its cultural history. It gets extra points for looking really cool though.

#15 The flag of the Japanese Isles does well in it's color scheme and organization, but is a bit complicated with its border and bits surrounding the central symbol.

#17 Two ranks down, the Sakuri flag does well in the same things as the JI flag, but suffers similarly to the Iceni flag, lacking visual appeal, especially looking non-professional (at least in my opinion) 

#20 Meanwhile, the Communist Britain flag is in the middle of the high mid tier, it does well in symbolism, but seems more complicated and could've incorporated its communist symbols in a more natural way. It also doesn't make sense that it includes parts from the Scottish flag if the nation doesn't own the land of Scotland.

#21 The Sedrosian flag is visually appearing but lacks flashiness and a good color scheme, some symbols seem out of place, but being above average, its an example of what most flags below it could achieve without completely reworking their flag. (except for a few examples)

#22 The Dreamistani flag, isn't all too bad or all too god, but it still performs better than average, sitting comfortably in the High mid tier. It's color scheme is better than that of the Sedrosian flag, but it also lacks flashiness and visual appeal, with good symbolism but small symbols and a non-impactful flag.

#26, 28, 29 - Finally leaving the mid tier, we have the Soviet (Federation), Old American, and Canadian flags respectively. They all look exceptionally well, and could honestly all be in the high-very high tier, but they suffer in originality. It could be argued that the Canadian flag is necessary since the current regime of that nation is from the modern era, so it could be in the high tier right now, but for this reason they're in the mid tier.
#25 The Ausparian flag does well in its color scheme and symbolism, but seems a bit complicated and corporate, and like other flags, not very flashy.

#30 The Uchamese Flag, it does better than its Melonese counterpart due to having a better color scheme, being more vibrant and symbolistic, but suffers from a lack of symbolism and again, flashiness.

#32 Going near the Low Tiers, the New Olsztyn war flag, isn't really solid, but looks cool and has lots of meaning and an eye catching design. It fares better than the normal flag due to looking more professional and arguably has a better color scheme.

#31 For all the same reasons as the New Olsztyn war flag, with the exception of being far less complicated but still symbol dense. Overall it gets #30, which is below average but the Jangurupureri flag isn't at all a bad flag. 

#34 The flag of the United East African States, lacks flashiness, and could have a better color scheme. The Wreath also looks pretty unprofessional and lonely in the triangle, when something else should replace it. Honestly, it also reminds me much more of a Caribbean flag, so it loses points.

#38 The flag of Sanctias/Iraq is fairly flashy, but lacks a good color scheme and the communist/arabic symbols definitely could've been incorporated better, like maybe a yellow star in the middle or two stars representing communism and islam. (or anything like that would probably) Overall, it has a very weak color scheme and loses points for having text on the flag.

#41 Next we have the flag of Zenteka, its not awful awful, but is pretty down there, I would heavily consider anyone past this point to change their flag. it's a complicated flag that doesn't make much sense. There is a communist star that isn't incorporated really well, with a weird red thing underneath it that resembles a military medal. Its flashier than most flags below the High tier, but has redundant symbolism, an awful color scheme, and overall is not visually appealing.

#43 The Blue States flag looks like it was made in MS paint, with meaningless symbolism and an awful color scheme, why is the banner at the top so small, and why are two of the three colors nearly identical? Low points around the board.

#45 In the very low tier, its nowhere near as bad as the flags below it, but is extremely symbol dense and extremely long, distorting much of the flag and making it lacking in visual appeal. It makes up a bit in being flashy and looking awesome. Still, it has to be the first version of the Jangurupureri 3rd worst, but don't feel too bad its not all too bad.

#46 At Rank 45, the flag of Froncia is plain bad, it has a "I ain't reading allat" vibe, with text orbiting in the anchor in the center, which just makes it look horrible. Next its surrounded by an unnecessary diamond border which looks ugly. There are way too many stars, with a total of 36 and with questionable meaning, its just too much. This flag has a mid color scheme, but scores low in everything else, just not a very good flag. It gets a few points for being reminiscent of a U.S state while still being original.

#47 The worst of the worst, no attempt at fixing this flag should be without completely rehauling its design, please burn this flag, it deserves to die. This flag is just blatantly horrendous, bad, no good, and definitely very ugly. First off, the color scheme is horrible, this flag looks like it had the darkness cranked up. Then you have these extremely enormous, huge bears holding up a png of the old RoDevnian flag, whyyyyy. The old flag is unoriginal and shouldn't be included in the design, as it has no symbolism to the nation. There is a musty brown background, which doesn't pair well with the dark uncut grass the bears are standing on. Then underneath the flag there is what appears to be a brown bowl, which is the same color as the bears, which looks ugly and ruins the bears further. Then we have this red border underneath the grass that holds the text in place. It's a goofy italicized font, that has THE NAME OF THE NATION ON IT, INCLUDING ITS SUB TITLE "EMPIRE OF". The worst part about all of it is that the text doesn't fit well with the weird ribbon border design. Everything about this flag just is a 0, in all categories. There is no positive thing I could say about this flag other than that bears are cool, but the bears are obstructed by a ton of other things, just please let this flag die.

I wonder if I should do this for less relevant/bulletin active nations who may want to be ranked tell me in the comments, don't have to provide your flag just tell me. (if you want to include war flag or something else you will have to include it.
