The possible rebirth of widespread internet use: How France might be influenced should it happen

If you asked a French person 70 years ago, what the internet meant to them there was a very high possibility that they at least felt some attachment to this technology maybe even naming a famous celebrity using this to reach their audiences and to express themself with complex art. If you do it know you most likely get confused looks. Either they don't know, what Internet is in the first place or they find it weird that you assume they have any kind experiences with it.

It's not like Internet doesn't exist in France. However it's nearly exclusively used for diplomacy,  or for research Institutes. Durring the warlord period nearly all infrastructure for internet got destroyed and with Soleilist takeover it needed to be reconstructed. Yet Louis Napoleon only decided to reconstruct some of it for Diplomacy and Research Institutes seeing a possible rebirth of the internet as not only dangerous for individuals since very personal data might be collected from them by companies, but also as harming. This is what Louis Napoleon, Emperor of France excactly thinks about the Internet:

I have taken some interest in reintroducing internet to the masses. Time and time I really tried to convince myself, that these obvious problems are just small. However the more I thought and learned the more I feared: Some time before the reunification of France we had preperations for deciding our path. This also included a possible reconstruction of the Internet Infrastructure and the usage of Internet. So I wanted to get some guidance from Elders. With long search I could find some. Obviously they were very old being born in 2007 I guess. I talked with the Elders. At first we just talked about some non internet related experiences durring the warlord period. They were clearly sad speaking about their suffer etc. Then I went on with this special internet topic and they directly turned into different people. They excitetly talked about public video creators and digital internet games. They listed so much that I couldn't remember it all. But they espacially talked about Mrbeast, some kind of digital wellfare man, who apparently helped blind people to see again, much like Jesus I guess and Fortnite. They described Fortnite to be similar to the real warlord period, but with "shrinking landarea", "A battlepass" , "Ingame Currency V Bucks"  and "Costumes aka Skins". I was just so confused. Not only what all these terms meant, but espacially why they had such a big obsession with it? They apparently also failed school because of it. It seems like they were so devoted to the internet, that they couldn't think about anything else. Like they were controlled by the Shadow. After I shared my opinion I was jokingly called "cringe". 

After the conversation I carefully decided on making internet useable for diplomatic and Research purposes and I left this topic for good

Years later I stumbled accross a post about a "social media app". My interest was reactivated and I quickly thought about maybe making internet more accessable maybe also adding an own social media app. I was clearly uninformed and even a bit too euphoric. To not make a mistake I tried to create an archive with different posts, videos etc to judge. And I found litterally hell: Manipulation, Radicalisation, Agressive Internet Marketing with sometimes even scams. I also found crazy conspiracy theories, some of them turning out to be true like the one with data collecting. I was overwhelmed with all this that I decided to not change anything for the benefit of my people. Some voices might call for internet, but I firmly deny.

There is a large majority in France supporting this statement, yet some don't: They think that there isn't a real way to see the real consequences of this, until internet is really introduced. According to them this might even end up bettering France even more in the long term if internet is introduced properly.

But what does properly mean?

Some of them imagine internet with privacy regulations, while others think of an French only internet, where only French citizens have access to or a possible ban on Smartphones with internet access to lower addiction Potential. But some also believe, that a free use of internet is key for success.

As it seems now there won't be internet for the populous, but maybe in about one or two years we can see some kind of wave of rediscovering the old internet culture and fascination for this "new" technology whether it brings good or bad influence.
