The Aequitas International Constitution

Preamble: 

           We here nations of the Aequitas International have joined together to form and ratify this here document, a constitution to protect the well-being of nations within the Aequitas International, to protect their sovereignty, to boost economic growth, and to protect the general welfare and rights of all nations in and outside Aequitas. The eternal mission of stability marches undivided from the eternal work of democracy, and Aequitas intends on attending to both, and from such, we bring forth this to give a defining work to the march onwards. To Victory!

 

Article I:

The Constitution of the Aequitas International hereby grants all legislation to the Congress of Aequitas International.

Section I:

The Congress of the Aequitas International shall consist of 7 members that have an alliance seniority of at least 25 days and have not been convicted of any crimes within the Aequitas International. They shall be elected every two years in-game, reaching no more than six consecutive terms.

Section II:

Congress shall be required to set taxes of no more than 40% without consent of the membership and shall be required to declare war on alliances that threaten the wellbeing of all nations in the Aequitas International. They are also required to approve all treaties. Congress shall also introduce legislation to be passed and sent to the Executive.

Section III:

The Congress is to convene every in-game January and June, and hold legislative session lasting no less than 2 in-game months (January-March, June-August), or upon the request of the Commsident as referred to in Article 2 Section 2.

Section IV:

Members of the Congress are held at any time liable for impeachment by popular vote for any reasons seen fit by the general consensus of the Aequitas International. They are required to answer to any and all requests for transparency and information with direct, thorough truth, except in cases of secrets that may compromise the integrity of defense regarding the alliance as a whole.

Article II: 

           The Constitution of the Aequitas International hereby grants all executive power to the Commsident of the Aequitas International.

Section I:

         The Commsident of the Aequitas International shall have an Alliance Seniority of 35 days and have not been convicted of any crimes within the Aequitas International. They shall be elected every four years in-game in an election lasting no less than one in-game month; no more than 4 in-game months, with their term commencing no more than 3 days after the election concludes, and reaching no more than three consecutive terms.

Section II:

           The Commsident of the Aequitas International shall be required to pass bills from the Congress of the Aequitas International and/or veto them. The Commsident of the Aequitas International has the right to sign executive orders into law, these executive actions shall only be signed during a state of emergency that the Congress of Aequitas International must approve and are subject to judicial and popular review. The President of Aequitas International shall also be reserved the right to call congress into session in cases of emergency.

Section III:

           The Commsident of the Aequitas International reserves the right to appoint officials to positions as seen fit, though these appointments are to be subjected to judicial review, and fall under the impeachment right of the general consensus as in Article I Section IV.

Section IV:

         The Commsident of the Aequitas International shall act as the Chief Diplomat to all alliances, friend and foe, and shall also propose treaties to Congress for approval. They shall act as Commander in Chief of the alliance in times of war, and hold responsibility of directing and coordinating efforts of attack and defense.

**Article III: **

         The Constitution of the Aequitas International hereby grants all judicial power to the High Court of the Aequitas International.

Section I:

         High Court Justices shall have an Alliance Seniority of 40 days, have passed a written test about the Constitution with a 90% or better, have not been convicted of crimes against The Aequitas International, and be elected by popular consensus with terms of 6 years in-game, reaching no more than 2 terms, and falling impeachment of popular consensus as seen fit.

Section II:

         The High Court shall preside over all cases and make decisions according to the law. This includes the Constitution, under which all alliance, subsequently member legislation shall be considered. They shall also check the balance of power between the Executive and Congress, by reviewing all laws passed by the Executive and Congress.

Section III:

         The High Court shall be responsible for holding impeachment trials set by the membership of the members of Congress, and the Commsident accused of crimes, and remove them from office.


Article IV:

Amendments may be made to this Constitution as needed, by the approval of Congress two sessions in a row, then 3/4th approval from the general consensus of the Aequitas International, at which the Commsident may sign the amendment into law.

Article V:
Section I:

Article V overrides any other Section or Article that contradicts it.

Section II:

The election for the highest office in Aequitas shall take place in the following manner in chronological order; a 6-day campaigning period for all candidates who fulfill election requirements and would like to run, a general debate that will run for 2 days featuring all candidates who would like to participate in the event (the event will be hosted by a neutral moderator), following the general debate another 2-day campaigning period will begin to allow candidates to finish their thoughts and expand upon their general debate performance, after this a way of secure polling will be opened to the public for 2-days. The results will be finalized the day after, and a winner will be announced.

Section III:

Congress can ask for a recall vote if a supermajority of 2/3rds votes for it. This can be vetoed outright by a simple majority of the High Court if they determine there is no necessary cause for a recall vote.

Section IV:

The election for Congress shall be held in the following manner in chronological order; a 2-week campaigning period for all candidates who fulfill election requirements and would like to run, a general debate that will run for 1-day featuring all candidates who would like to participate in the event (the event will be hosted by a neutral moderator), following the general debate another 1-day campaigning period will begin to allow candidates to finish their thoughts and expand upon their general debate performance, after this a way of secure polling will be opened to the public for 1-week. Section V:

The Judicial Branch can, after voting by majority, send a recommendation for a recall vote on a specific congressperson only to the Commisedent who can veto it or approve it. The executive cannot start the process for a recall vote. A general recall vote cannot be called for. It can only be called for on an individual basis.

Section VI: 
Reaffirms that the executive can appoint anyone to fill any secretary or cabinet positions. No public elections will take place for these positions. It is expected that the executive fills these positions on a merit basis.

Amendment I:

All nations of the Aequitas International shall have the right to be critical of the government of the Aequitas International, to openly speak out against it, to assemble outside of the government’s consent to protest, to petition the government for demands, to practice and faith of their choosing without government interference and publish against the state with factual information.


Amendment II: 

         All nations of Aequitas International shall have the right to Nuclear Weapons and the use of Nuclear Weapons for strictly defensive purposes, or in offensive wars where victory is agreed upon as “undeniably unlikely without nuclear proliferation”.

Not my alliance, but term limits seem like a bad thing as it removes competent people from office and replaces them with incompetent ones after a certain amount of time. Also a good way to elect someone who will steal your bank. But that's just me.

Good luck now getting burnt out. A in-game year only lasts around 1 month rl

Yeah those are good concerns to have. As for the brain drain of replacing presidents I think this actually gives us a better chance to grasp the potential of secretaries. Our secretaries are appointed and hold those positions forever. The spots will likely get filled by former presidents who have tons of tried and true experience with the alliance So I’m not terribly concerned about that. Plus if we need to fix term limits we always have the Supreme Court.

I like the idea of the democratic constitution and stuff. But if one of presidents is good why keep him such a short time? What if the next one is dumb? why not have someone elcted for like a month in game time?

Since the relealising of this bulletin we have revised and remade the constitution. Term limits are a thing of the past however the president still must face election every 120 days
