What is it? 
Does anyone here remember the U.N.O? It's like that but has been re-worked.
[ R.I.P vulcanites ] 

It's a council of nations in Orbis especially from different (rp)alliences with no set ideology or limited biases. This should be used to conduct diplomacy without risk of unwanted banning / kicking e.c.t obviously if you follow the rules this won't happen.
