Urban Planning failure.

The project is a bad idea for now

The government has failed to build a 11th city which we could have resulted in the building of  the urban planning before of the year 2081.This was caused to wars between our alliance and the argh the government is therefore  facing catastrophic problems after it's cities were nuked the government has set aside the project and start focusing on the rebuilding of it's cities.
