(I) First Part Law That Will Be Put In Place After Signing By President Binga Ding(11) and will not be redacted unless voted on by congress.

The law outline will be put in this part of the document.

Article 7 Statement 1 states, "If a member declares war on another nation for any purpose other than a counter, that member will be required to propose peace with that nation and be placed on a 100% tax bracket for up to a month. If that member continues to refuse to propose peace, they will be fined the total of all damage caused to the defending nation.". This means war is illegal in the Alliance of Standard Steel; all wars that are not counters are unlawful and will be punished by harsh fines for up to a month. I, president Binga Ding(11), want to dissolve the offensive division of the octagon, for there is no financial gain from raiding other nations. The Secretary of Finance will allocate these funds to The Stinga Ding Cyber Division, The Stinga Ding Center of Homeland Defence and Education. The secretary of finance will issue 30% of the funding to The cyber division; this will help our national Anti-terrorism division to keep domestic and international threats at bay. If we can stop a terrorist threat before a Stinga Ding citizen gets hurt or, worse, killed. 50% will be allocated to The Stinga Ding Center of Homeland Defence to help with domestic threats against the government. The last 20% will go to The Federal Burial of Education to help educate the best Stinga Dinngs in the nation to help with our expanding economic markets and cyber divisions. The federal financial and resource reserve branch will take 1% of funding from each department to put in a national bank so the nation will not go into economic down. The federal economic and resource reserve branch will allocate money to each government branch to help with the financial and defensive growth of the nation without having to take out massive loans to finance new and improved Education and defense sectors.

The reasons for this law will be stated in this document.

The main reason for this law is to keep the nation of Stinga Ding out of hot water with the Alliance and to ensure the nation's economic growth will not be stunted by fines from the Alliance and repairing damages to another country. After many economic downfalls, we know that if our economy halves in one day by penalties, we may not be able to recover in times of war. There may be starvation in the streets, like after the Catalysis war, but we didn't recover until 2070. If it weren't for the elite's bailouts, the nation of Stinga Design would have crumbled under debt.

Secondary reasons, military spending was at its highest in 2079; we spent over 75% of it just on the military. We have sent this funding to another part of the government Education, Anti-Terrorism, and The Stinga Ding Cyber Division. These

different branches of the government can keep the threats at bay; there is no need for a strong military when you are protected by the knowledge of the enemy's plans. These divisions will also keep many Stinga Ding citizens safe, as we will know when a threat happens before it happens.

Education is the last reason this law has been put in place. It is shown that many soldiers die before they can even get to college. The nation will have more economic output if more people are in college. If we can have more learners in the country, we can use this for economic growth, whereas having a strong military and destroying other nations while our infrastructure is also being damaged, we will have to pay for the infrastructure and the fines put against us from the Alliance.

The benefits of this law will be stated in this part of the document.

War is terrible for a nation that is built on the economy. Destruction from war costs tens of millions of dollars to pay back, and the loss of life also affects the economy. A big military also takes much money from other vital sectors of the government and economy. When we free up this money, most of it is going to cheaper

resources that are more effective at protecting the nation. We have also put 30% into the education system to ensure we have enough educated people to lead the next generations. Foreign investors also bring lots of money into the economy as they see Stinga Ding as a country with a strong future.

The economy is the most important thing to this Alliance, as we saw in the elites; if you dont put in, you can't take out. If we can produce much money, we can show we are ready to lead this Alliance to success. Our economy was the most important thing to all the Binga Dinners, as they all wanted to preserve the economy. They sacrificed many lives for the glory of Stinga Ding and its excellent economy. We can't let those people go in vain; we must maintain the economy. We still need military people, so please sign up for mandatory conscription, as we need to fill 11,000 more spots to protect the nation. The nation of Stinga Ding has promised to help the military in self-defense and war games with allies to ensure the military and its partners are ready for an invasion from any nation.

The exceptions to the law will be stated in this part of the document.

The main exception to this law is War Games. If two nations agree to pay back all loot and war reparations to the other nation in a formal document, they may be allowed to declare war on each other. Both alliances agree not to counter the attacks and to not let this trample on the Alliance agreeance. Ten main rules will be stated and must be followed at all times, or war games will be nullified, and war reparations will not be paid.

Tressure will be paid back to the other Alliance if the tressure is lost.

Missiles launched during War Games will not be tolerated. There will be a $5,000,000, and war reparations will not be paid. Civilians killed in the missile launch will be paid for(.01) and will not have to pay back resources looted or alliance bank loot unless the receiving nation agrees to be fired upon to test their iron dome.

There will be no tolerance for nukes being used unless testing out the Vital Defence System, if nukes are launched, all citizens must be paid for ($.01 per citizen), and radiation damage will be paid for if farms are affected. Suppose nukes are launched without an agreement; the launching nation will have to pay a $10,000,000 fine and pay for the infrastructure damage. The receiving country of the nuke will not have to pay for the infrastructure damage of the sending nation.
