Before we begin we do advise readers that this topic might cause arguments to some but always be respectful in the replies and without thurther ado let's see what this is all about.

Part 1. What do nukes do and why is food important 

Ever since The Republic of Pärnu gained independence there has been a food shortage,
This would have been fine and quickly remedied if it wasn't for nuclear launches decreasing food production by over -55% in Europe and North America reaching a "nuclear winter" with 500+ R and -89% decrease in food production along with the rest of the worlds radiation levels rising.

This means that for many nations there will be a prolonged impact on GDP of -33% due to a starving population ...unless we do something about it.

Part 1b. Impact on development and citizens [ impact on rp elements ] 

Not only will a starving population bring GDP down but also government approval ratings along with civil unrest and population decline and maybe even heightened prices on what food is available , put simply nobody wins in this food shortage.

Not only that but our citizens have to live in a world of aggression and war , the least we can do is keep peaceful nations fed.

Part 2. How to fix this 

Options : 

Governing body - an extended un-official alliance of sorts to limit nuclear launches.

Treaty - a signed agreement to limit nuclear launches.

Common agreement - spread mindset of nuclear launches as a last option and not as a pawn to be used to get peace money e.c.t.

Hardlimit agreement / common knowledge- set a unified hard limit of how many nuclear launches can happen in 24h for e.g 20

Nuclear alliance warfare ban - any large scale conflict [ many countries fighting with/against alliances ] shouldn't use nuclear warfare. ( or atleast be limited )

Dead man's switch system - no nukes should be fired ever unless a nuke hits you and then you are free to retaliate by yourself [ or with another nation's nuke ] but no more than 1 nuclear retaliation per nation per attack via nuke.

Total ban : no nukes ever and any nation using them will have to bestow themselves before a court of nuclear justice.

Part 3. How we vote in this and come to an agreement

Obviously there will be debate and such in the comments and this might lead to a second round of voting.

[ this is a vote on what the public sees as the best option and most likely will be established but there's a possibility nothing will happen but clearly the nuclear launches have dropped from the all time high of 100 to below 79 in the last 24 hours of writing ]
