Newer players don't know the forums even exist!
The forums are the place for formal announcements, political discussions, philosophical posts, and generally where the wider community interacts. Newer players aren't the only ones missing out, we have a slew of the top 100 alliances who have either never posted on the forums or post so rarely as to be forgotten.

I tried the forums, but I prefer bulletins, honestly.
The forums are pretty trash, for bulletins you can create fun story lines (like what i did with Raven Invicta) and you can add images to bulletins. Over all, bulletins encourage more creativity, are simpler to use and you get notifications when someone comments.

I do find bulletins to be more "fun" but the lack of organization makes it hard to reach a full target audience imo.
I have not found a community on the forums for nation roleplay strictly. The way I see it is: Bulletins are for rp
The forum is for alliances, DoWs, RoHs, game development, and stuff more related to the gameplay of the game and not roleplay.
I've considered making a presence on the forums, but I feel like it'd be stretching myself out. I can barely handle being on my alliance discord server. I have a whole lot of other presences I need to maintain all grouped together, still alongside my actual life.
