Researchers in The Natural Biodiversity Study Department (N.B.S.D.) of The Novaya Rimskaya Imperiya National Scientific Laboratories for Exploration, Research, and Development (N.R.I.N.S.L.E.R.D.) have made recent progress developing a potential cure for the HV-372 virus, introduced to Milania by a Chaos Insurgency Spy. The containment of the virus, while difficult, has gone along so far without any major incident since protective gear was introduced to the infantry surrounding the city.
"We have been able to figure out how the virus infects and attacks the body, meaning at the very least we have progress to developing ways to prevent its spread such as developing a vaccine. The cure, while still a ways away, is coming closer to our grasp. We just need to replicate how the immune system responds to infection by creation of natural antibodies, and then synthesize one for the HV-372 virus, of course taking into account the chance of mutation.
Once created, both vaccine and cure will be mandated by the government in order to stop the spread as quickly as possible. Stations for vaccine and cure delivery and administration will be set as fast as possible. As for Milania, we will likely just send in military personnel with the cure loaded into their guns, most likely inside tranquilizer darts, along with syringes for close fighting. These soldiers will be sure to have already received the vaccine themselves.
The Chaos Insurgency really thought they could take us down with a rabid disease. Like so many others, they have underestimated the capability of science and basic reasoning to combat illness, and also underestimated our people's ability to understand the importance of safety versus that of freedom. They may be experts with anomalies, but we are experts with containment, exactly what they aim to defeat."

Not always that easy. Every commander strategizes in expertise in one particular area, at least to some degree. Using Napoleon as the example: He was a good commander in all military aspects, but where he excelled most was in artillery. One could only imagine if he lived today with access to modern Tanks and Howitzers.
