This is basically an extremely dangerous form of rabies, that turns humans into savages with super-human strength and agility, as well as improved hearing, before after a couple weeks, dying down into more zombie-like figures. What happens next is unknown as the Insurgency live-specimen test on the virus resulted in a breach after this stage. Milania is currently being overrun by the disease and is likely lost.
But unlike the world, we have learned from the past.
Milania has been isolated, and a trench has been built around it, lined with high-corrosive acid and barbed wiring. Planes with disinfectants will be flown over to try a last-ditch effort to cure the infected and save the few that aren't. If that doesn't work, reluctantly, Democraticus has authorized the bombing of the city with missiles and napalm.
All those in Rimskaya are now mandated to wear a mask and gloves at all times. The lockdown will persist.

Anyone from outside the country that is wearing a gas mask is now considered Persona non grata and are banned from entry; anyone seen with one will be shot on sight. The ship heading towards the Insurgency has been contacted and told,
"Ram their biggest port at top speed. If you hit a mine, keep going. If you get shot at keep going. If your ship sinks, swim and keep going. If the ship hits the shore and anyone survives, pick up something sharp and drive it straight through their eyes. They seem to be blind to humanity anyways, so it shouldn't hurt a bit."
