Like all manufactured resources, any nation can produce Steel, regardless of continent.
Steel Mills produce Steel, which requires the raw resources, Iron and Coal, to produce. Steel Mills are relatively expensive to build, but Steel is usually sold at a high price. Players can either produce their own Coal and/or Iron natively, or purchase it on the market to refine into Steel.
Steel is produced at a rate of 1 Iron and 1 Coal per 3 Steel. Each Steel Mill uses 0.25 Iron and 0.25 Coal per turn, and produces 0.75 Steel per turn. You can build up to 5 Steel Mills per city.
The Ironworks National Project changes the Steel production rate from 0.75 per turn, to 1.02 per turn. It also increases Iron and Coal consumption relatively. To increase Steel Production, a nation can increase the number of Steel Mills it has or build the Ironworks National Project.
Steel is an important resource used in building military units, improvements, and national projects. Steel is comparable to Aluminum but has different uses.
