you mention clock hqving garbage wars and eclipse dogpiling Cata. I want to refresh your memory that Cata and Eclipse were most of Clock. What you saw here was Clock fighting eachother, you just don't like it because your friends lost.

“The Way the Cookie Crumbles” conflict has ended. After over a month of the war between Ouroboros and GGO, the wise leaders of both sides met and reached a common understanding. The end to the conflict has arrived and both sides can finally get a well deserved break. After Ouroboros victory over GGO, the following terms were agreed upon: 1. GGO admits defeat 2. Both parties agree to a NAP until January 2nd, 2023. 3. The victor chooses the name of the war. 4. Peace will begin today at DC. No new declarations of war will be conducted. I like the cap idea on downdeclares but city/2 seems like it's not solving the problem at all. I would make it so you can only declare down 75% of your city count. That right there would make it a much fairer game to the lower tiers often getting ganged on by whales. c10 down to c8 c20 down to c15 c30 down to c23 c40 down to c30 etc.
