Our Constitution has been officially ratified! We will have our first government elected one month from now under our Constitution!

The Constitution of the United States of Terra

 

Preamble

 

We, the citizens of the United States of Terra, hereby establish this Constitution to serve as the supreme law of this Union. We are the unified citizens of the United States of Terra, guided by the ideas of Principle, Unity, Law, and Strength. Our community is dedicated to equality, prosperity, national growth, and mutual protection. We are the citizens of the United States of Terra.

 

Article I: The Executive Branch

 

Section 1: President, Vice President

 

The executive power of the United States of Terra shall be vested in a President. He or she shall hold the office for an elected term of 120 days, or four months, and together with the Vice President, chosen for the same term.

 

The President shall be the Commander in Chief of the Armed Forces. He or she shall have the power to grant pardons and reprieves, except in the cases of impeachment, appoint judges to the Supreme Court, veto Congressional legislation, enforce the Congressional laws and the Constitution, and adjourn Congress when necessary. The Vice President will be the President of the Senate, but shall have no vote, unless Congress be equally divided.

 

No citizen shall be eligible for the office of President or Vice President unless he or she has been a citizen the United States of Terra for a period of at least 120 consecutive days.

 

The office of President and Vice President shall have elections every 120 days, or four months, beginning on the first day of the first new month following the ratification of this Constitution. Each citizen shall have a maximum of one vote per candidate in Presidential elections. Presidents and Vice President shall be limited to three consecutive terms in office.

 

The President and Vice President may be impeached by and convicted by two-thirds majority approval of Congress for the violation of the rules, ordinances, or laws set forth by Congress or the provisions of this Constitution, or other high crimes and misdemeanors.

 

Section 2: Executive Departments

 

There shall be four Executive Departments each managed by a Secretary. Secretaries are appointed by the President. Congress approves appointments to Executive Departments with two-thirds majority approval. The four Executive Departments shall be permanent. New Executive Departments may be established through act of Congress. Congress may also alter the duties of departments.

 

The Internal Affairs department will manage all affairs regarding the internal structure of the alliance. These affairs may include, but are not limited to, managing the process for naturalization, establishing activity and membership policy, enforcing this Constitution and all other laws passed by Congress, assimilating new citizens, managing the University of Terra and all academics, managing off-site alliance forums and websites, and suspending and expelling citizens for violating legislative and executive acts, treason, or high crimes.

 

The Foreign Affairs Department will manage all affairs regarding the foreign affairs of the alliance. These affairs may include, but are not limited to, establishing and maintaining relations with foreign alliances, establishing foreign policy, appointing diplomats and ambassadors to foreign alliances, and proposing treaties with foreign alliances to Congress.

 

The Defense Department will manage all affairs regarding war and defense. These affairs may include, but are not limited to, maintaining and managing a military for defense of the alliance and establishing alliance military policies.

 

The Treasury Department will manage all affairs regarding the financial aspects of the alliance. These affairs may include, but are not limited to, managing the alliance bank, financial programs, and establishing economic policies.

 

Section 3: Succession, Vacancy, and Absence Clauses

 

When a government officer is unable to perform the duties of their office in times of absence, the next highest government officer shall serve in the vacant office. The subsequent Order of Succession shall be followed: President, Vice President, Secretaries of Internal Affairs, Defense, Foreign Affairs, and Treasury. Congress shall oversee that the proper Order of Succession be carried out when the Succession Clause has been invoked, once approved by all members of Congress.

 

In the case of the removal or resignation of the President, the Vice President shall become President immediately upon the vacancy of the Presidential office once the vacancy has been acknowledged by all members of Congress. Whenever there is a vacancy in the office of the Vice President, the President shall nominate a Vice President who shall take office upon two-thirds confirmation by Congress.

 

Article 2: The Legislative Branch

 

The legislative power of the alliance shall be vested in one house of Congress of three members. Members of Congress shall equally represent all citizens of the United States of Terra. Congress members shall serve an elected term of 90 days, or three months.

 

Congress shall have the power to declare war, raise and support an army for the defense of the alliance, create and approve all laws necessary and proper, impeach Supreme Court Justices for the violation of the rules, ordinances, or laws set forth by Congress or the provisions of this Constitution, or other high crimes and misdemeanors, confirm the appointment of Supreme Court Justices, confirm Secretaries of Executive Departments, set the alliance tax rate, create the alliance budget, establish and amend rules for citizen naturalization, establish and amend rules for amendments and law proposals, establish and amend rules for altering the number of seats in Congress, override executive veto with two-thirds majority, and create and approve treaties.

 

No citizen shall be eligible for Congress unless he or she has been a citizen the United States of Terra for a period of at least 60 consecutive days.


Congress shall have elections every 60 days, or two months, beginning on the first day of the first new month following the ratification of this Constitution. Each citizen shall vote a maximum of one vote per candidate in Congressional elections. There shall be three classes of Congress per seat: Class I, Class II, Class III. Each class will have staggered elections, in order from one to three, every 60 days, or two months, so that only one-third of Congress is up for reelection. Congress members shall be limited to three consecutive terms in office.

 

Members of Congress may be removed by two-thirds majority approval by the rest of Congress for the violation of the rules, ordinances, or laws set forth by Congress or the provisions of this Constitution, or other high crimes and misdemeanors.

 

Article 3: The Judicial Branch

 

The Judicial powers of the United States of Terra shall be vested in the Supreme Court. The Supreme Court shall consist of three citizens. Supreme Court Justices shall be appointed by the President with two-thirds majority Congressional approval. Supreme Court Justices will serve permanently until resignation or removal from office.

 

The Supreme Court shall have the power to review and overturn legislative and executive acts and laws in violation of the Constitution and review and overturn the unjust suspension or expulsion of citizens.

 

Article 4: Citizenship

 

Anyone who wishes to become a naturalized citizen of the alliance must meet the following requirements before becoming a naturalized citizen. Once he or she meets the following citizenship criteria, they may become a naturalized citizen. Prospect citizens cannot be at war, cannot be in peace mode, must have the alliance affiliation ‘United States of Terra’, must register on the alliance forum, and must follow the citizenship application guidelines set by Congress to apply for citizenship.

 

Any member found to be in violation of the rules, ordinances, or laws set forth by Congress or the provisions of this Constitution, or other high crimes may be subject to review by Secretary of Internal Affairs, and may be suspended or expelled from the alliance.

 

Article 5: Amendments

 

Congress may amend this Constitution with two-thirds majority approval. Constitutional amendments shall take effect immediately upon approval.

 

Article 6: Ratification

 

The ratification of this Constitution will require a minimum of twenty citizens. Once the requirement of a citizenship of twenty is met, an interim Congress of three members will be appointed among the citizenship, and shall remain in office only until the first elections for President and Congress take place.
