Article 1) Status of New York City

The City of New York will be officially a new Soviet Republic that will be integrated into the Soviet Alliance, however the Legislative branch shall be comprised of 5 Pro-Soviet Members, and 5 Pro-American members, creating a cooperation between the United States and the USSR to work together to keep the City of New York Safe.

 

  • The New York Soviet Council will be held as the legislative branch of the People's Republic of New York City consisting 10 members, 5 from the newly created New York for American's party(Pro-American) and  5 members from the Communist Party of New York(Pro-Soviet). If a tie is broke down, the Prime Minister of PRNYC
  • All Critical industries are to be nationalized(Manufacturing, Mining, Fishing, Agricultural, Customs, Communications and Media(75% Soviet Control, Soviet Media is to be operated between the hours of 7am to 10PM, while the Pro Americans can operate between the hours of 10pm to 7 am. All broadcasts from both parties must follow laws enacted by the New York Soviet Council.))  
  • Only the Soviet Red Army is allowed inside the city limits of New York. American Forces are not permitted to enter city limits without Soviet approval, and with approval, they will be restricted from certain weapons. 
  • The New York City Police Department will be under the control of the New York Soviet Council. 
  • Elections for the NYSC will be held every two years, the citizens of New York will vote for 5 Pro-American and 5 Pro-Soviet Councilors. 
  • The Prime Minister shall be elected every 4 Years, with a term limit of 2 for a lifetime. This is to ensure a single individual does not hold the Executive powers in PRNYC. The Prime Minister is responsible for the Police Department, working with the Soviet Red Army, and breaking a tie in the New York City Soviet Council
  • To ensure checks and balances, only the legislative branch can create and vote on laws, however the Prime Minister must sign off the bill. the Council can overturn the Prime Minister's veto power with a 2/3rds vote.
  • Capitalism is not forbidden in the PRNYC, with Critical industries under the hands of the Soviet Union, the Service Industry will be privatized except for Healthcare and Education. There will be Universal Healthcare and education for the citizens of New York. The remaining businesses in the Service Industry will be allowed to be owned and operated by citizens of New York.

Article 2) The United States will publicly apologize for the assassination of Irina Yarovaya.

The American Government will be issuing a public apology for assassinating the Minister of Justice, Irina Yarovaya and inform the Soviet Public that the United States regrets this actions and wishes to make amends with the USSR to ensure that peace stands between the two countries.

 

Article 3) The United States will send a representative to Yarovaya's funeral 

The United States shall send a representative to Yarovaya's funeral as a shown of respect, and act as a symbol to show that the United States and the Soviet Union can live together peacefully. 

 

Article 4) Non Aggression Pact

The The United States and the Soviet Union hereby signs a Non Aggression Pact that will be in effect for 5 years, afterwards must be renewed, upgraded or voided.
