With growing animosity, lack of diplomatic courtesy, and ever-growing tensions surrounding The Republic's border. As Chef d'État-Major des Armées, I alongside Minister Pascal, and Advisor Solé present the Defense of the Republic documents to detail a series of French Defense Projects and plans to curtail foreign aggression and re-establish French Military superiority. Bearing in mind the 193 Billion Franc budget for the 2001 fiscal year, France's Defense Bodies have collectively agreed on budget appropriations and research programs for the next year. With naval and aerial expansion underway

The Following Documents are classified documents at the Security Clearance level of Nine. Any unauthorized access to this document will be considered treasonous and punishable by the National Security Act of 1995 and State Espionage Act of 1761. 

    The Chef d'État-Major des Armées in good faith, announces the new military renovations and plans to the French Defense Ministry, National Assembly Commission on the Armed Forces, and the National Security Council of the President. The Strategy for the years following 2000 will see investments of 500 million francs into the Defense Complex of France. The 500 million will invest in the top defense firms of France in an effort to gain more stocks, but also raise capital for corporate defense projects and raise standards and efficiency. The French Armed Forces at roughly 495,835 and the French National Guard at roughly 941,527 will be redeveloped to see an increase of 200,000 troops in the French Armed Forces. The French Armed Forces will also develop capabilities in Aerial and Naval Combat to ensure upper mobility against foreign threats. Ground-based plans for the FÉLIN weapons system and the CheetahA1 tank will also be utmost priority for 2001. France’s Defense Strategy will see a shift from Counter-Insurgency to state-state warfare on a limited scale to ensure the stability of the French Markets and Economic Powerhouse. The French Armed Forces will see significant withdrawals from regions such as Afghanistan, Mali, and other operational areas in an effort to curb spending and reduce conflicts French troops are present in. The French Armed Forces will prepare deployments to foreign territories to develop, train, and establish relations with other armed forces and internally. There will also be a greater strive for Defense-Intelligence operations with the establishment of the Renseignement militaires six or RM6, RM6 and other intelligence branches of the French Armed Forces will serve as focal points to develop clear plans and threat assessments. 

 

        Investment

    I. The French Defense Ministry will inject 500 million francs inside the French defense giants EADS, Dassault Aviation, DCNS, Thales Group, and GIAT Industries.

    II. Investments will allow French shares in vital industries and allow greater efficiency and budgets for military projects that aid the Armed Forces

        Military Expansion

    I. The Armed Forces will expand it’s current size by 200,000 personnel across the Infantry, Mechanized, Airborne, Aerial, Naval, and other sectors. 

    II. The French Nuclear Arsenal will be renovated and decommission 30 nuclear missile silos, and replace them with mobile and air and naval delivery systems.

        Overall Strategy 

    I. Format of the Armed Forces

        - With the current status of the Armed Forces being revolved around Counter-Insurgency and small-scale operations. The new Format will keep 150,000 personnel on yearly rotation, with 45,000 soldiers capable of deploying 48 hours with prior warning, and 300,000 with six-month notice. 15,000 soldiers will additionally be kept on permanent operational alert allowing them to be called up at moments notice if needed to address major crises, assist civilian authorities, and be deployed when required. 

        - The Marine Nationale will be divided into three fleets, with the First Fleet encharge of Europe and North America, the Second Fleet responsible for Asia and Oceania, and the Third Fleet responsible for Africa and South America. The fleets will be assembled into An Aircraft Carrier, eighteen frigates, six SSN, two ambitious assault crafts, three nuclear submarines, five destroyers, two helicopters transport, and one minesweeper. To allow combat, surveillance, and rescue operations involving sea, air, and land elements. 

        - The Airfare will regroup its combat aircrafts of both the modernized Mirage 2000-D and Rafale to allow greater mobility and combat support with a permanent seventeen squadrons on rotation with an additional ten squadrons on a yearly rotation. Each squadron will consist of over 80 aircrafts and an air-wing with 300 aircrafts. 

        Troop withdrawals 

        - The French Armed Forces will withdraw from Afghanistan in 2000. With the conflict dying down, and reduction in foreign involvement and greater Afghan control over its affairs. The 2,000 French troops currently in Afghanistan will withdraw within the early half of 2001. 

        - The French Armed Forces will also see withdrawals from Mali in 2002. With the extended conflict dying down, an increase in military efficiency and lowering corruption; alongside greater Malian civilian and government safety. The 7,500 French troops and airmen currently in the Sahel will withdraw within the late half of 2001 and early half of 2002.

        Troop Deployments 

        - The French Armed Forces will, however, see deployments into the Sahel, although the greater conflict has died down, an increase in military operations and small-scale special operations can be expected. 

        - The French Armed Forces will deploy into the Wallonia and Switzerland in an effort to protect the democratic principles and the French-speaking majority in each nation. 

        Defense-Intelligence Operations

        Threats to the Republic 

        - Although greater threats and more powerful nations exist, the main threats of the Republic, democracy, and the free people are the German and Austro-Hungarian empires. They’re single-handedly the most aggressive state against France and we must develop closer relations with Hungadada and Great Britain if we are to be able to remain free from their weapons of death. Our security plans will involve Drones, Surveillance Planes, and border patrols and crossings to protect our cities and towns bordering Germany. As for Austro-Hungary, our economic warfare plans are being drafted and we can expect a long-term crippling effect on their economy should to initiate hostile intent and conflict.

Requests 

    1.    Force protection and land combat capabilities will benefit from the acquisition of new pieces of equipment, such as 650 new generation infantry fighting vehicles (VBCI); 25,000 individual kits for the infantry combatant (Felin); hundreds of armoured cargo vehicles protecting against bombs and landmines; a new long-range rocket taking into account the prohibition of cluster-bomb ammunition; increased responsiveness in the acquisition process via crash programs.

    2.    Drones for surveillance and combat drones are in great demand for air-land operations. Fighter aircraft and unmanned aerial vehicles increasingly complement each other.

    3.    Nuclear attack submarines carrying cruise missiles are a priority. Due to their stealth and virtually unlimited range, they represent versatile strategic systems that can be used for intelligence, protection of the nuclear submarines, escort of the aircraft carrier or special operations. The White Paper sets a target of six submarines. Cruise missiles will thereafter be carried by aircraft as well as by naval assets.

    4.    Large amphibious ships (Mistral class) have significant amphibious, airmobile and command capabilities. Together with 18 first-line frigates, they will constitute the backbone of the Marine Nationale missions of presence and intervention. Four amphibious ships of that class should be available by 2020.

    5.    Detection and early warning capabilities represent one of the major innovations to be made. They are aimed at ballistic missile capabilities that could be targeted on France or Europe. They include very long range radars and geostationary satellites. France expects this programme to acquire a European dimension as soon as possible.

    7.    The priority given to satellites is manifest by doubling funding available for military programs (from a base of 380 M€ in 2008) and by establishing a Joint Space Command, under the authority of the Chairman of the Joint Staff. The Air Force will be tasked with the implementation and control of military space assets.

    8.    Cyber-war is a major concern for which the Defense Ministry develops a two-prong strategy: on the one hand, a new concept of cyber-defence, organised in depth and coordinated by a new Security of Information Systems Agency under the purview of the General Secretariat for Defence and National Security (SGDSN); on the other hand, the establishment of an offensive cyber-war capability, part of which will come under the Joint Staff and the other part will be developed within specialised services.

We believe that we have a possible investment in a Sufi Defense Company here in Jerusalem and as well as Tel Aviv. We think that we can expand the current Missile Defense Systems, redevelop the Jordan Valley and possibly buy an Arrow system. As part of Article Five of the White Paper, and Defense Review 2000 we have discussed a 50 million USD plan with the companies here and we expect to have some prepared deal for President Korczak and the Minister of Defense

The French Army is set to grow by an additional 250,000 within five years. Purchasing over 3,000 new vehicles and 500 new aircraft over the course of six years. With an additional seven billion in direct-payment added to the budget, the Armed Forces are expected to grow in rising of new threats to the Republic.

    Executive Order 7901 signed by Prime Minister Laura Fitzgerald Chauve has authorized the Ministry of Defense to deploy as many troops required to protect the French Louisiana Territory from American aggression. With the utmost of detail, the MoD File 996 outlines a French Deployment to Louisiana and reinforcing the Bay Colony of Boston. Broken down into four key points the Ministry of Defense in collaboration with the Foreign, Interior, Finance, and Cultural Ministries. 

 

Social

    At the recommendation of Cultural Minister Emila Rutschi the French Government is asked to grant full citizenship to all residence of French-Owned Louisiana alongside an investment of 300 million Francs to renovate cultural expansions and developing new attractions to main social stability in the region. 

    It is further recommended that the Region be governed under the formal french penal code; but maintaining its anglophone homogeny with small increments of french introductions and rehabilitation of acadian and french speakers into a standardized french-accent.

 

Economical 

    The Finance Minister has prepared a 60 Billion Franc Fund to be established for Louisiana; which can provide on its own roughly 50 Billion annually in USD. The Finance Minister expresses his belief a strong economic investment will help raise capital and lower unemployment in Lafayette and other cities while maintaining a health relationship to Louisiana-Debt. Minding our own close spending with the recent Tax-Cuts.

Political
    With strong gun-advocates, self-determination, and conservative groups inside Louisiana it is the strong belief as Political Advisor that Louisiana be treated as an Oversea Territory with its own flag, seal, governor, and a special set of gun-laws than the French Republic and a majority of her over-seas territory. Medical Check-Ups will be added, but aside from that the Political Advisors concur allowing assault weapons and other high-end weapons should be allowed.

Military 

    The UNSC regulations on Air Defense require France set up a new Aerial Web of Surface-Air-Missiles, Ground-Gun emplacements, Radar Stations, EDM Jammers, Ground Jamming Devices, and French Patriot and Jordan-Valley Missile Systems. Alongside Executive Order 7901; 25,000 Combat Troops will be re-organized into the First Special Task Force, and Second Protective Edge Task Force. These two Task Forces will be supported by VBL, VBLC, and Caesar Heavy Artillery with Mortar crews dispersed among the two-task forces. 

    Initial Estimates suggest the USN will be a larger competitor, anti-ship installations will be installed as well, from Sea-Wolfs, EXERCET, Pythons, Vampires, and Gryphon missiles will be deployed. The French Carrier-Strike-Groups will be re-arranged to provide an optimal naval net to protect the region from USN aggression and hold the line until elements from the French Fleet in Algiers, Brest, and Marseille can deploy.

    We can expect changes to military conduct on the East Cost. The Governor of Boston has begun to conscript those in the French SBN and the French SHD to serve in the Bay Colony National Guard now numbering 900 alongside 700 French Soldiers to be reinforced by 4,000 French Fusillers and Paratroopers from Paris and Nice. 12 Rafale M. planes will join the air fleet in Boston, alongside Tanks and Armored Vehicles.

UKR-RD

The new UKR-RD Drone is apart of the French Navies UNMANNED aerial-refueling system and is planned to join the growing French UCAV-fleet. The program has costed 28 million Francs and production is set ad 8 million francs.
