Avalanche Safety Guide

 

Preamble

Avalanche is an alliance on the Blue Team.  This charter is written in order to protect the interests of the Avalanche Alliance and its members.

 

Article I:  The Membership

  1. Any citizen of Orbis may apply to become a member of Avalanche.  

  2. Citizens of Avalanche (Avalanchians) who pay taxes are entitled to growth opportunities, rebuilding aid, and protection from raids.  

  3. Avalanchians must show other members and their government respect.  

  4. No Avalanchian may declare war on another nation unless approved by the AP or LoW.  Raids are only tolerated if the raided nation is unaligned, or in an unprotected alliance with less than 5 members.  

  5. An Avalanchian that is called to arms in an alliance wide war, must comply with government orders to the best of their abilities, even at the risk of their own nation’s health.  

  6. If an Avalanchian is unsatisfied with the Alliance for any reason, he is free to leave and will face no repercussions for doing so.  

 

Article II: The Avalanche Team

Alpine Patroller:  The Alpine Patroller is the chief executive who has oversight of the entire Avalanche Alliance.  The Alpine Patroller may sign treaties or declare war, but must seek approval from his Nordic Patroller.  If the AP and NP disagree, then the decision falls to the Senate.  The AP is elected every 6 months.  The AP may also resign voluntarily.  In the event of voluntary resignation, the AP may appoint his own successor.  The Senate then approves the appointment.  If the Senate rejects the choice, the AP must name another.  If 4 or more candidates are rejected, the AP’s first choice is named Alpine Patroller.  If the process of impeachment has begun, the AP may no longer voluntarily resign.  The AP is housed in the Leader slot.   

 

Nordic Patroller:  The Nordic Patroller is the the AP’s second-in-command and Leader of the Senate.  The Nordic Patroller is responsible for enacting the laws of the Senate, including changing the tax rate and managing the bank.  The Nordic Patroller does not get a vote in the Senate, except to break ties.  The Nordic Patroller is elected every 6 months.  The Nordic Patroller must be confirmed by the Senate.  If the Senate rejects the pick, another election is held where the rejected candidate cannot run.

 

The Lords: The three Lords serve at the pleasure of the AP from the Officer slot.  All Lords are appointed by the Alpine Patroller.  Lords have limited authority focused on their respective roles, but they also serve as advisors to the Alpine Patroller.  The roles mentioned here are not binding, and the Alpine Patroller can change how many Lords he has and what they do without amendment, as long as it is approved by the Senate.  

 

Lord of Internal Affairs:  The LoIA is responsible for recruiting, greeting and incorporating new members, and other day to day IA related activities like fielding member queries, guiding members, creating guides, and accepting/rejecting new members.  in order to better teach new and old members how to play better.  

Lord of Foreign Affairs:  The LoFA is responsible for managing the alliance discord page and forum, as well as organizing diplomats and embassies.  The LoFA may participate in negotiations with foreign powers, but the Alpine Patroller has the final say in all matters related to FA.  

Lord of War: The LoW is responsible for managing the alliance military, ensuring members have sufficient defenses or are ready for war, and organizing counter raids.  The Lord of War may not declare war on behalf of the alliance or order any member to declare an unlawful war.  

 

Article III: The Senate

The Senate is the voice of the people.  Senators share the Officer spot with the Lords  The Senate consists of 4 members: The Nordic Patroller and 3 Senators.  The Nordic Patroller shall enact any laws passed by the Senate and be responsible for administrative actions, such as removing old announcements or recording new laws, as defined by the Senate.  Each Senator has a term of 6 months.  

 

The Senate decides the alliance tax rate, creates incentive programs (grants, bonuses, etc), and is responsible for the activity of the membership.  The Senate may also create criminal laws that the membership must abide by.  Any Senator may present a proposal regarding any of these responsibilities or any crucial matter.  The Senators will then debate and amend the proposal.  Once the original proposer decides the proposal has been amended or debated enough, he may call a vote.  A proposal passes if a simple majority is achieved in favor of it passing, with at least two Senators voting.  A proposal may not go beyond the scope of the Senate’s responsibility or contradict this charter.  

 

Article IV:  The Judiciary

From the general membership, there will be at all times three Justices.  Justices are nominated by the Alpine Patroller and confirmed by a simple majority affirmation in the Senate, with at least two Senators voting.  The Alpine Patroller will deal with minor legal infractions and give punishment at his discretion.  When there is a legal dispute in the alliance that is considered serious (treason, thievery, etc), or a member wishes to appeal a legal decision made by the Alpine Patroller, then a trial may be called by any Justice.  The Avalanche government will appoint a Prosecutor for the trial, and the defendant may appoint an Attorney or decide to defend himself.  A Justice may serve as a Prosecutor or Attorney if they so wish, but they must recuse themselves from the case.  The remaining Judges will then have to appoint a temporary replacement for the trial.  The specifics of the trial is at the discretion of the Justices, but once arguments on either side have been made, the Justices will convene and decide on a verdict, either Guilty or Not Guilty.  If the verdict is Guilty, then the Justices will determine an appropriate sentence.  It is also the Judiciary’s responsibility to interpret the charter.  If there is a dispute on how the Charter should be interpreted or someone violates the charter, the Justices will review the case.  The case will be submitted as a Yes or No answer, and the Justices will submit their interpretation and will answer with either a Yes or No.  

 

Article V:  Impeachment Process

Any member of the Avalanche Government may be impeached.  If >65% of the total membership decide a government member or Justice  is unfit to serve, they will be removed from his position.  If it is an appointed position, the Alpine Patroller will appoint a successor, but cannot choose the recently removed member.  If it is an elected position, an election will be held to determine the replacement.  If it is the Alpine Patroller, the Nordic Patroller will assume the role of acting Alpine Patroller and appoint a successor utilizing the process in Article II.  Any government member who is unable to finish their term will be replaced by one who will serve out the remainder of the term.

 

Article VI: Amendment

The Avalanche Charter cannot change without support of its members. Any amendments must be voted upon by at least 70% alliance, with a majority vote in favor required to successfully pass the amendment.  An amendment can be proposed by any member of government.
