Preamble:
Concurrent with the spirit of protecting sovereignty from the threats of global colonialism, separatism, and terrorism, we the national entities of Africa, MoG[Corp], Resoria, Umbrella Corporation, and United Arab Republic, hereby form the African Union. The African shall be formed to protect continental sovereignty in a world of threats to global stability.
The nations of The African Union shall work together to modernize our armed forces and increase our diplomatic relations to carry out our global responsibilities.

Article I: Establishment of The African Union Council
1. The African Union Council shall be established to have primary responsibility for determining and defining the political agenda for The African Union.
2. The African Union Council shall consist of the Heads of State of each of the signatories to the African Union or a representative which they personally appoint.
3. Should a government of one member fall into a state of disunity, it is up to the other members of the AUC to choose which representative to recognize.
4. Members of the AUC have the power to introduce resolutions to authorize preventative action to secure the peace.
5. The Headquarters of the AUC shall be located in Cairo.

Article II: Defense Cooperation Clause
1. The African Union is considered a collective defense and intelligence agreement.
2. Consequently an attack on one member is considered an attack upon all of them.
3. The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the signed parties is threatened.
4. Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty.
5. The Parties hereby establish the Office of the Military Attaché which shall be headquartered in Cairo, it shall have primary responsibility for providing a threat assessments for the State Council.
6. The Office of Strategic Command shall be Headquartered in Cape Town, it shall have primary responsibility for defense against strategic attack in the event that global coordination of general war becomes necessary.
7. All parties agree to cooperate not just in matters of traditional defense but also to preserve non-traditional cooperation including: Human Intelligence, Electronic Intelligence, Signals Intelligence, and Satellite Intelligence. Further all parties shall cooperate in information assurance and cyber security as well as universal access to space.
8. MoG[Corp] acknowledges protection of all signatory vessels globally, and will consider any attempts to impact trade of a signatory alliance as an act of war.
9. All military and dual use technology provided to by other members of The African Union to one another is considered embargoed from export to any third party unless the expressed permission is given by all the member originators of such technology.

Article III: Provision for New Membership
1. The African Union Council may invite new membership into the African Union by a full quorum (at least 80 percent of the membership) voting in the affirmative and no no votes.
2. New Membership must certify that it has no agreements which conflict with membership within The African Union.
3. Deception and diplomatic agreements not disclosed to the rest of the membership of The African Union is considered grounds for voiding membership approval and possible grounds for sanctions.

Article IV: Expulsion and Withdrawal.
1. Any member may withdraw from this agreement after five years by informing The African Union Council after which The African Union Council shall relieve it of treaty obligations after one year.
2. Any member state's membership can be annulled if proof is given that they violated any other article.
3. Any member state can be expelled by unanimous consent of all other members
