You need both resources to make steel, so there really isn't an efficient reason to be located on either of those continents right now. The simple solution is just flip Asian iron for Australian lead to keep the resource distribution balanced. Both of you seem to be forgetting about the existence of Europe; if anyone wanted domestic steel production then they'd go there. ...Which seems to have made it the most populous continent.
