Updeclaring didn't work too well, lot of success on your end came from shitty downdeclares on the other side. Losing wars are a high probability. How do you damage Syndisphere? Kill the whales food source/their rebuild funds aka infra. IQ should be looking at packing more missiles/nukes and looking to harm whale rebuilds. Why do this? Rebuilding 3000 infra across 20 cities is expensive. Not only that, lots of players become very butthurt/angry when you do this because they're not used to losing. Make them ragequit, you've already won the awards for biggest sore losers/saltiest players, why not just drive your enemies out by shitting on their nations? I do remember a few times that IQ thought they completed their objective by inflicting nasty infra damage. Well, when you're zero'd out, missiles and nukes will help you make that "success" an even bigger one. Syndisphere side: Literally just go DBDC on 'em. Kill any upper tier asap. Offer better incentives for big nations to join your alliances. Disgruntled big nations are your friend. Cripple their ability to generate funds. No matter how loyal, no one wants their fudge packed every war in the name of white peace and being chosen as the laughing stock of P/W. Make their top nations look like HBE's top 10. It's pretty solid. TKR and Rose give access to Nuke Bloc for a war fought via proxy or high damage dealing reserves in case of a bigger war.
