The Cape's borders were swollen compared to the 20th century, the city extending nearly three hours in any direction, filling the entire South Cape province, into the North Cape to about where Williston once was. Building standards were significantly strengthened to resist up to 8.5 earthquakes. Construction quickly became one of the most popular professions for entry level employment. Special care was taken to leave existing preserves as various parks not unlike Central park and the numerous other global examples of the concept, but soon the mega city was transformed so that roughly half of the buildings being a hundred stories or more. Every structure would be mandated to be within a half mile of a Vertical Farm, a building with its entire floorspace dedicated to food production. Some of the spires reaching close to a mile into the sky, made of all sorts of metallic and glass exteriors and any above 100 stories having an additional 10 feet thick concrete walls. allowing for some resistance against attacks or extreme weather. These tier of structures were mandated to have the potential ability to self sustain for food production, though in this scenario would likely be minimal caloric intake. Building codes were enforced that every building must have air filtration against chemical and biological weapons, along with access from a or B5 lower to a massive tunnel network connecting each building below the existing subway network designed to accommodate roughly mrap sized vehicles.

At 128 locations throughout the aforementioned region's boundaries massive support structures were build instead of an actual building, and the start of a megastructure to build the second floor of The Cape's city final city planning goal, a hivecity that would eventually be able to hold significantly more population. As the platform that would hold another layer of city was built care was taken to construct an artificial sky, containing UV lamps behind millions of interlacing transparent led screens on the underside that would display blue skies and prerecorded clouds to replace the eventual massive shadow it would create to the underside's population and plant life. Once the structure was finished, all traffic below would be forced to switch to electric or hydrogen vehicles to minimize pollution from poisoning those who would eventually live above.

At the center of it all was The Cape's new MoG[Tower], the only structure to reach through the ǃXu structure, as it was named officially. Unoffically it was eventually nicknamed Gibson Sky by those who ended up living below it, thanks to the occasional quirk of a few of the screens shorting out and displaying the color of a television tuned to a dead channel.

Another 128 pylons would rise along with the various structures, with the reflective MoG[Tower] rising another 800 meters to meet the second layer that was being erected atop the first stage, with another Gibson Sky underneath, the 1st floor of the !Xu was entirely devoted to manufacturing, autonomous factories filled with robotic laborers rose from the metallic floor created above The Cape. This quickly led to a lack of employment for many but such minor issues were not of significance to the long term goals of the company on this planet. Those who could not find employment were given subsidies to ensure they were able to live above the poverty line, but the rates or drug usage and suicides continued to rise along with the massive structure that took over the role of the sky for most of the population, a sad cost but one that was easily forgotten as well as the population exploded thanks to lots of free time and children now being effectively a source of income.

Law enforcement outside of Arcology class buildings was scarce and generally was only concerned with maintaining logistics rather than law and order. Punishments were severe to those to attacked corporate transports, carrying life sentences at the minimum, and capital punishment was a frequent occurrence depending on the status of weapons of the lawbreakers. While a fairly liberal set of laws did apply to most who existed within Mogatopia it was understaffed for dealing with the anarchy that existed outside of the self secure spires that made up those who actually worked for the corporation. Heavily armed vtol helicopters maintained control of the skies from the general population's criminal elements, but the occasional rpg or manpad did create problems that would be answered with increased monitoring of the area so it was often an unpractical idea in the long term. Artificial clouds were seeded daily to encourage rain even more so than the already wet climate to further spread inland, The Cape itself influencing wind currents due to the very nature of such a megastructure.

Madagascar and KwaZulu-Natal increasingly became highly coveted land for housing of the highest echelons of the organization, allowing them to be able to exist outside of the urbanization. Additionally, it also made for excellent choices for coastal resorts to further increase tourism attraction and add another source of revenue to this world's bottom line.

As the monument to human ingenuity that had taken over the southwest corner of Orbis MoG[Corp]  grew so did its desire for more land and with it more resources to exploit. Mozambique's coastline made a natural choice due to it's most preferred climate and the additional value of the territory to provide the traditional beachfront properties. Military value grew as well of course, providing additional army and naval capacities for the region. The Cape continued to reach upwards with the second level growing to similar levels as the first. The city reached upwards in unison but slower than the first due to wanting to ensure the weight was balanced as much as could possibly be ensured. Strangely the droids that made up the majority of the construction force allowed the !Xu to grow faster than projected, apparently working at higher ē̶͠Í͒̂̌̂͒̌̎̆͠ÌÍ„f̵͠ÌÍ͛͗̔̑̾͊̚ÌÌ’Í‘Ì…f̸͒̈͑̃̊͠Ì̄͌͠ÍÍŠÌ̉i̶Ì̆̃̌͒̌̕ÌÍ͒̃̊͒Ìc̴̉̓̇̾͊̎͛͠ÍÌ̎̚͠ï̶̈́Ì͆ÍÌ‹Ì͌̒͌̑̾͊̌e̸͒͗̓͋̉͠Ì͋̎̇͂͋̅Ín̶͊̈́̂͑̓͛͛͋̒͛̃̈́̀c̵ÍÍ̓ÍÌ͌̄̈́̎̒̔̇͠i̶̽̌̀̚ÌÌ͑̂̕͘ÍÌ•Ì„ē̶ÌÍÍ͆̃͛̈͌ÍÌ‹ÍŠÌ¿s̷̀̄͘Ì̛̛̋̉̀̒̌̾̈̚ than the particular design was thought possible.
