The Seoul Conference on International Security (SCIS) is a conference on international security policy that will take place on March 20, 2017 at The Ritz-Carlton International Hotel. It is one of the world's largest gathering of its kind.

At this conference, under the theme of “Strengthening Inter-Military Cooperationâ€, senior politicians, diplomats, military and security experts from Kingdom Rekkishtan, Kingdom of Resvernas, Mogartopia and United States of Asia are invited to discuss the current issues in security and defense policies.

The intention of the conference is to address the topical main security issues and to debate and analyze the main security challenges in the presence and the future in line with the concept of networked security. A focal point of the conference is the discussion and the exchange of views on the development of the inter-military relations as well as global security in the 21st century.

The conference is organized by US Department of Defense but funded privately by International Institute of Strategic Studies and Seoul International Peace Research Institute. It is used exclusively for discussion; an authorization for binding intergovernmental decisions might exist. The high-level meeting is also used to discrete background discussions between the participants.

Security planning was designed to ensure that the summit agenda would remain a primary focus of the attendees' discussions. Security zones were split up into concentric rings with the summit site at the center. The innermost security zone was handled by Federal Police because the Federal Police have jurisdiction over the security of Internationally Protected Persons (IPP)s and other dignitaries. Oversight of the second ring outside the innermost was handled by Seoul Metropolitan Police Department. Another ring was under the management of the Korea State Police Department.

In addition, the Federal Police support for the ISU draws on unique military resources and capabilities which are provided by the army, navy and air force. The Northern Aerospace Defense Command (NORAD) coordinated decision-making about establishing no-fly zones during the summits.

 

The Seoul Metropolitan Police Department (SMPD) also created a special police unit as part of its efforts to enhance security at the summit. Th SMPD-lead security committee will coordinate the work of government-related agencies, including:

-       Department of Homeland Security

-       Federal Aviation Administration

-       Central Intelligence Agency

-       US Secret Services

This security will limit access some parts of the summit venue. The waters of the Han River will be closely monitored. World leaders attending this summit will stay at various hotels around Seoul, but, for security reasons, the press have been discouraged from writing about this aspect of summit preparations.
