There has never been a rule that it has to be 100% illegible.

It has always been implied that SK treaties are only as valid as they are illegible. So following from this logically, this scroll is only 95% illegible & therefore only 95% valid. However, consideration must be given to which part(s) are considered invalid. The logical choice here is that the sections which are legible are the ones to be considered invalid. In this treaty that includes the entire signature block. Which makes the signatures invalid & as we all know a treaty with no signatures is not a valid treaty. Therefore this treaty is invalid.
