The Exodus has decided to change its government structure!

The Exodus has decided its time to change our governmental structure to ensure checks and balances are held on the government. A single party system to ensure prosperity. Other parties are forbidden in government position. This party will be known as the People's Democratic of Exodus party and will hold elections for the new legisilative branch known as the Poliburo. The Poliburo are responsible to hold elections in the case the Premier, who shall be head of state, resigns or the Poliburo votes a No Confidence vote. To pass a No Confidence vote, the ruling party must vote unanimously. A single Nay will void the vote, and the Premier will be kept in office. Each state shall have two represenatives sent to the Poliburo to represent their state.

The Premier is the Executive branch and can select a Minister for each Ministry. There is four currrent Ministries that the Premier can hire ministers into. More ministries can be added by the Premiers discretion. The Premier is also head of the Guarde Forces and can declare war or sign peace at his or her discression.

Juridical system implemented!

Courts are now being instigated. The courts will be led by the Supreme Exodus Council, which is the highest court in Exodus.

Premier Shex was a busy man.

 

In a meddlesome government like that of the Broes, it was natural for its top officials to be perpetually busy.

 

Still, during a particularly lengthy period of lull, one of the Premier's aides handed him a copy of this news bulletin.

 

"It's a sovereign nation near Arcadia Colony, sir.  They broadcasted this press release."

 

Shex's eye narrowed as he read the document, and his snout suddenly snapped and became rigid as though he'd been spooked.  "They call this a functioning government?  If a single legislator managed to get bribed, or otherwise supports the person in power, then any attempt by the Politburo to remove an ill-performing, possibly incompetent, or worse irredeemably corrupt Premier would fail, and the entire nation would suffer.  I think it's best for me to make a response, from one official in power to another."

 

The aide nodded, and the following transmission was sent shortly:

 

"From the Office of the Premier of the Brotherhood of Planets:

 

"It is our humble concern that the latest reforms by the esteemed Exodus government may be misguided.  In the event a Premier of Exodus abuses his or her power, or otherwise finds some way to fail to act in a manner that is found suitable to the general public or the Politburo, such a Premier would remain in power so long as a single Politburo member expresses support for that regime.  Sapient life is rarely incorruptible:  Perhaps that Politburo member could have been bribed, or in less extreme situations that single Politburo member could be a severe impediment to any attempt to remove a Premier that might be considered unfit by all other members of the Politburo.  A unanimous vote is a dangerous thing:  few Legislatures have truly managed to achieve one; even those Legislatures of smaller nations with consequentially smaller legislatures.

 

"We strongly advise the esteemed Exodus Government to reconsider these reforms.  Perhaps a 2/3rds majority or, if the Exodus Government fears disorder, a 3/4ths majority in favor of Vote of No Confidence would suffice?"

Thank you for contacting us about your concerns. We feel a unanimous vote will suffice.

 

When the Poliburo grows in member statuses, we may consider this selection, however with only two States in Exodus, Northern Finland and Southern Finland having representatives sent to the Poliburo due to the remaining lands Exodus currently owns does not qualify for State status. To be in the Poliburo, the region must qualify to be a state, it must meet a population quota, and development. With 99% of our population still located in Finland, the rest havent met this criteria.

 

So in a sense, we only have 4 State representatives and they will most likely vote with their state brethren.

 

After our programs to increase development and population in the other areas, the Poliburo will grow, and the need to lower it a 2/3s majority will most likely be enacted.
