Administrators Alex Posted December 19, 2016 Administrators Share Posted December 19, 2016 Just for a quick step by step: Go to the sidebar, click "Cities" https://politicsandwar.com/cities/ Click on your capital city, which you've named Oslo: https://politicsandwar.com/city/id=94547 Scroll down, and you'll see where it says Improvements - below that, click where it says "Military" https://politicsandwar.com/city/id=94547&display=military#improvements Then, next to Barracks, click the blue + button Hope that helps!
