That is what I mean. "This page will display random 12 alliances that you can apply to join" implies unbiased randomness, I think dropping a word like "qualified", "recommended" or similar in there would help make the page's purpose more transparent (if I were actually looking for a good alliance to join, and the page said the shown alliances are random, then I would assume most of them are trash). @Aglet Guyn I do not mark a post as [Bug] to talk about nation bulletins but because I myself felt fooled by this feature. Sorry for the late answer.
