I'll get to the point quickly: we deny your 'request.'
After hearing the details of your meeting with our Vice President from her -- and I would like to note that she was rather shaken by your attempts to get in her head -- I wonder, as she asked, why we ever allied with someone capable of such atrocities as the ones you have committed.
When we made the decision to cut the alliance between our nations, I was afraid at first that it was a mistake; I considered that your nation had assisted us in wartime, and I feared that we would be losing a valuable ally if we chose to support the Japanese Isles. However, now I see that the only mistake we made was allying with you in the first place.
No, we will not remove our soldiers. In fact, we will be sending in more troops to combat your "burners" and to assist the legitimate government of the Japanese Isles in defeating this terrorist organization.
Additionally, I see that you have taken it to speak of Vice President Aquilla's sister with no respect for those who have truly done good for this world; to that, I must say -- what of your own family? What about your children? The truth is that they are the sorts of people who are taken too soon by war: the true innocent people, the ones who want a better world -- and what you're doing will only get us closer to the deaths of more loved ones.
So, no, we will not retreat.
You may threaten us. We may face difficult battles, but we will fight as long as we need to if it is for the end goal of peace and to protect our allies. Japan's true government will be returned to power, even if that means war.
You claim you will destroy us if we interfere? That, of course, will not be permitted to happen. Believe me, if the need be, we are far stronger than you realize; perhaps we have stood back and tried to maintain peace, but when peace is no longer an option, you will realize that we're not that easy to defeat.
We do not declare war on you, not yet -- if there is still the slightest chance at diplomacy, we will take it.
But, as of right now, the Republic of Luna declares war on Tojo's Hand.

I'm also supporting the democratic side. Keni Oka has always been a close ally of Luna's, and we will continue to support her and the legitimate democratic government.
Maybe you guys should focus on getting Lunoria and the fascists out, and then argue if Japan will be a Monarchy or Democracy.
